Summary Serves as Full Stack Developer and technical advisor in the application of advanced theories, concepts, principles, and processes in the discipline of full stack development to include software, infrastructure architecture, data management, and system integration. The primary work product of this role is a custom project management database application with multiple users and links to other automated information systems. This position may work independently or lead work with other developers Responsibilities Direct implementation of computer software and hardware to provide end-to-end IT mission capability. Conduct projects and studies which involve extensive analysis of user requirements, applicable system software, and computer equipment. Operate as an expert to integrate the full stack of IT services and capabilities into a system or system-of-systems hosted in a Department of Defense (DOD) or Department of Army (DA)-authorized environment. Support or leads project teams to plan, design, install, integrate, interface, monitor, sustain, and modernize IT systems and capabilities, whether hosted in a Cloud environment or sustained as a legacy system in an on premise hosting solution. Draft and/or review Statements of Requirements, Statements of Work, Statement of Objectives, and Task Order documents to establish and/or validate requirements for Government procurement of hardware, software, services, and IT capabilities. Design, optimize, and manage Oracle databases to handle large-scale data efficiently. Write and maintain complex SQL queries, stored procedures, and database schemas. Deploy and manage the application in AWS Docker containers for scalability and reliability. Optimize container orchestration and monitoring in the AWS environment. Ensure high performance and responsiveness of both frontend and backend components. Troubleshoot and debug issues across the stack. Participate in code reviews, testing, and deployment processes. Responsible for designing, updating, correcting, modifying, and improving systems to include software and databases. Develop and maintain the backend using Express.js and Python to ensure a robust and scalable application architecture. Build dynamic and responsive user interfaces with ReactJS on the frontend. Implement best practices for data security and application integrity across the stack. Ensure the system and its documentation are developed in compliance with all Department of Defense, Department of the Army and U.S. Army Corps of Engineers policies and requirements. Maintain credentials required for system access. Work closely with product managers, designers, and other developers to translate requirements into technical solutions. Basic Requirement for Information Technology Specialist (Data Management): Specialized and Other Experience: One year of specialized experience which includes 1) Testing and optimizing applications for maximum speed and scalability; 2) Diagnosing and resolving data management problems and issues; and 3) Participating in IT related projects to modernize IT systems and capabilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
