Responsibilities Serving as a Information Technology Specialist (Data Management) GS-2210-11 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Chief Information Officer Directorate. The primary purpose of this position is to serve as a Configuration and Asset Management Specialist. The division is responsible for the end-to-end customer experience and support for IT across the FLETC enterprise. Services include the FLETC IT Service Desk (ITSD), hardware and software acquisition and support, Microsoft 365 solution delivery, and IT Service Management (ITSM) practices implementation. The position is responsible for ensuring all the information resources or services used in the acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information are under configuration and asset management control. The position also ensures the standard methods and procedures are used to record all changes to minimize the adverse impact of change information and documentation on configurations and assets to other processes. Typical duties include: Ensuring Configuration Items (CI) are appropriately managed and controlled in accordance with established processes, as well as documenting all changes against the current system's baseline and responding to validated requirements. Using Information Technology Infrastructure Library (ITIL) best practices to establish and maintain the Configuration Management (CM) process and Configuration Management Database. Managing CIs by registering new CIs and their versions, documenting changes to CIs (status updates, changes to CI attributes, changes in responsibilities, license control, and relationships to other CIs, etc.), and protecting the integrity of configuration data. Serving as the subject matter expert for the configuration and asset management process areas. Utilizing the existing and new technology systems to manage hardware and software changes to the baseline of all Configuration Items in the environment. Analyzing CI records to determine any trends or apparent problems that may occur and seeks resolution with relevant parties and providing CI status reports showing unambiguous identification of the configuration elements to include their status. Utilizing data obtained via the Configuration Management Process (CMDB), and other data sources in developing plans for the successful Asset Management of Configuration Items. You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties such as ensuring all the information resources or services used in the acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information are under configuration and asset management control. Also, ensuring the standard methods and procedures are used to record all changes to minimize the adverse impact of change information and documentation on configurations and assets to other processes. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Successful completion of a Ph.D. or an equivalent doctoral degree from an accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR 3. Successful completion of three (3) full years of higher-level graduate education leading to a Ph. D from an accredited college or university that is in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
