INFORMATION TECHNOLOGY SPECIALIST (ENTARCH)
Summary You will serve as an Information Technology Specialist (ENTARCH), Chief Architect (CA)and Subject Matter Expert in the HOPPER GCC, N6 Cybersecurity Dept. of HOPPER GLOBAL COMMUNICATIONS CENTER. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status. Responsibilities You will maintain a comprehensive library of Dept. of Defense Architectural Framework drawings depicting the "as is" and "to be" architecture. You will align HOPPER IT strategies with mission requirements to define and produce Plans of Actions and Milestones for executing Information Technology migration and transformative implementations. You will conduct analyses of alternatives and produce alternate courses of actions to transform systems and IT enterprise elements to fulfill requirements and meet business and cost reduction objectives. You will work closely with others to translate business requirements into applicable system solutions. You will assist in determining resource requirements for IT projects and assist in drafting statements of work, task orders, and other acquisition related documentation necessary to effectively obtain and manage contractor-supported activities. You will create or review technical solutions using approved tools, techniques, and standards. You will communicate to senior leaders complex transformation engineering plans based on sound return on investment and meeting mission requirement principles. Requirements Conditions of Employment Qualifications Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. And In addition to experience demonstrating the four competencies above, You have one year of specialized experience equivalent to the next lower grade level (GG/GS-13) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following: 1. Produce As-Is and To-Be Enterprise Architecture diagrams that summarize the current architecture and future architecture, incorporates next-generation design principles for security, optimized capability, and effectiveness to meet mission requirements. 2.Define and produce Plans of Action and Milestones (POA&M) for executing Information Technology migration and transformative implementations to meet mission requirements. 3. Conducts analyses of alternatives and produces alternate courses of actions to transform systems and IT enterprise elements to fulfill requirements and meet business and cost reduction objectives. 4.
