The primary purpose of this position is to serves as as the Joint Base San Antonio (JBSA) - Randolph AF IC Information System Security Manager (ISSM). Incumbent is responsible for the management of the information technology (IT) capabilities and security controls supporting Headquarters (HQ) Air Education and Training Command (AETC) and JBSA - Randolph tenant units. Responsibilities Manages Joint Base San Antonio - Randolph AF Intelligence Community (IC) Cybersecurity program to ensure JBSA - Randolph compliance with the Department of Defense (DOD), AF IC, and Cybersecurity directives. Coordinates Assessment and Authorization (A&A) actions for JBSA - Randolph intelligence sites, networks and systems. Collects, compile and reports data from all JBSA - Randolph sites for the purpose of responding to AF IC data calls, Cybersecurity Performance Evaluation Model (CPEM) (formerly know as Federal Information Security Modernization Act (FISMA)) quarterly and annual reporting, Tasking Orders (TaskOrd); and incident reports. Participates in management discussions, meetings, committees, or special projects. Works to achieve and support quality in network products and services. Keeps abreast of emerging technology to predict future system/network security needs. Requirements Conditions of Employment Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. OR CREDITABLE EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of concepts, principles and practices in the management of Cybersecurity, including in depth knowledge of current information systems infrastructures, networking, operating systems, and applications, and skill in applying this knowledge to difficult and complex work assignments. Comprehensive, practical knowledge of Cybersecurity policies and procedures in order to oversee systems/network certification and accreditation and skill in applying this knowledge to the development of new methods, approaches, or procedures. Extensive knowledge in applying the concepts, principles and practices associated with the technical aspects of the intelligence systems provide advice and guidance on implementing policies, procedures, and countermeasures development and operation of intelligence networks and systems and to ensure policy procedures and guidelines are enforced. Knowledge of the Cybersecurity field including COMPUSEC, network security, Defense in Depth, Incident Response and RMF. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of current and emerging Command, Control Communications, Computer (C4) and Command and Controls, Communications, Information (C3I), and Intelligence Surveillance and Reconnaissance (ISR) programs and systems. In-depth knowledge of the Cybersecurity field that includes Computer Security (COMPUSEC), Network Security, Incident Response, Defense in Depth, and RMF. Thorough knowledge of national, defense and Air Force laws, directives, policies, and regulations pertaining to unique communication and data processing requirements associated with processing SCI and intelligence data. Ability to communicate orally and in writing. Ability to interpret, analyze, and evaluate new system engineering technologies and their effect on the operating environment and determine security vulnerabilities. Ability to perform in-depth technical system analysis and apply acquired knowledge and experiences to forecast new computer methods required to support intelligence information users. Ability to perform independent assessments based on incomplete data for all forms of electronical communications. Knowledge of US and international Cybersecurity standards. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
