INFORMATION TECHNOLOGY SPECIALIST (NETWORK SERVICES)
Summary Serves as an IT Specialist within the IT Enterprise Operations Division providing network engineering and technical oversight for IT Enterprise Services. Leverage enterprise network & cloud concepts, emerging technology, zero trust principles and sound engineering practices to deliver integrated network, infrastructure, and data services. Incumbent will support planning, implementation and sustainment of IT systems along with resource estimates and dependencies. Responsibilities As a INFORMATION TECHNOLOGY SPECIALIST (NETWORK SERVICES) you will be responsible for the following duties: Serve as a senior IT Specialist within OCIO IT Enterprise Operations Division providing technical expertise for network systems & cloud designs, implementation, operations and sustainment of customer focused IT service delivery. Build and maintain professional relationships necessary to provide operational coordination & collaboration between government, defense, and commercial service providers to ensure daily IT enterprise operations. Direct or participate in complex IT projects, providing expert technical assistance to ensure IT solutions are optimized to maximize the technology's ability to provide confidentiality, integrity and availability. Develop specifications for proposals for the procurement of IT systems. Conducts studies and comparative analyses to assess the effectiveness of IT implementations. Makes recommendations based on findings and presents to upper-level management. Review and evaluate proposals for technical accuracy and fulfillment of requirements. Participates in the operational testing of systems of prior to their acceptance by the agency. Assist in the development of quality control standards for information technology systems. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience with network & system engineering principles, methods and strategies to identify, analyze and deliver enterprise solutions to ensure customer satisfaction, systems implementation, and systems interoperability. Experience with network/system zero trust engineering practices for network segmentation, micro-segmentation, identity and access management, multi-factor authentication, application security, endpoint verification, data protection, least privilege access, and cloud security. Experience with continuous monitoring and engineering options for observability of network, system and applications. Demonstrated experience with implementation & sustainment of enterprise network/system designs. Experience with enterprise system evaluations based on industry testing principles and methodologies to formulate alternative courses of action to address technical challenges. Specifically you will be evaluated on the following competencies: 1. Information Technology Configuration Management - Plan, implement, track and/or evaluate configuration/requirement changes across the enterprise and organizations. 2. Information Technology Life-Cycle Management - Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions. 3. Information Technology Performance Assessment - Conduct continuous performance measurement to ensure that Information Technology activities, processes, and/or hardware/software are achieving desired results. 4. Information Technology Policy and Planning - Develop and promulgate Information Technology strategy, policy, guidance, and plans. Monitor to ensure consistency and compliance. 5. Infrastructure Design - Knowledge of the architecture and typology of software, hardware, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
