The Information Technology Technician III is an experienced level paraprofessional located in the Department of Innovation and Technology that supports or assists other Department of Innovation and Technology and City personnel who design, operate, and use automatic data processing systems applications and products. As an Information Technology Technician III, the supervisor, higher-grade Information Technology Technician, higher-grade information technology professional or other designated employee may provide standing instructions on recurring assignments by indicating what is to be done, applicable policies and procedures to follow, quality and quantity of work expected, deadlines, and priority of assignments. In general, Information Technology Technicians perform four major functions: install and maintain hardware and software systems; maintain and repair equipment; set-up computer security measures; and troubleshoot and offer technical support. The work performed by Information Technology Technicians primarily involves providing services or assistance to one or a mix of functional areas typically identified as security, network, systems, storage/backup, mobility, and desktop support. Information Technology Technician III assists Information Technology Specialists in collecting, organizing, and maintaining computer program documentation and manuals. As directed, Information Technology Technicians code programs, create flowcharts and diagrams, and perform other similar duties. Examples of Duties + Oversees the daily performance of computer systems + Operates a variety of standard office equipment such as a PC, printer, telephone, facsimile machine (fax), and copier to monitor systems and prepare documentation + Assists and supports Information Technology Specialists with troubleshooting, writing basic/routine programs, testing new applications or software packages, preparing reports, collecting data, and writing simple code to modify an existing operating system in order to satisfy the needs of a particular end user. + Performs other computer system support such as complex data entry and verification, assembly and preparation of computer programs for processing, and the review of output for accuracy and completeness + Enters commands and observes system functioning to verify correct operations and detect errors + Serves as the first point of contact for support to City agencies for local area network operational issues including terminal malfunctions, connectivity issues, and other computer software or hardware operational issues; Quickly addresses daily operational issues identified by end users, identifying the problem and taking the necessary corrective action, either on own initiative or with higher-level Department of Innovation and Technology personnel + Understands and utilizes complex cloud computing and storage solutions to provide users and with various capabilities to store and process their data in third-party data centers + Reviews property ownership data, including deeds, tax rolls, etc. + Provides experienced assistance in reviewing property sales utilizing the Detroit Property Inventory (DPI) System, which interfaces with the Equalizer System + Sets up complex equipment for employee use, performs or ensures proper installation of cables, operating systems, or appropriate software + Installs and performs more critical repairs to hardware, software, or peripheral equipment, following design or installation specifications + Maintains records of daily data communication transactions, problems and remedial actions taken, or installation activities + Performs backup/recovery procedures on a daily basis + Orders and inventories spare parts, including stripping surplus equipment for usable parts + Confers with management and users, including Public Safety personnel, to assist in identifying trends and performing root cause analysis for systems problems + Performs communications server administration such as establishing user and voicemail accounts, setting passwords, backups, and assigning access levels + Performs ongoing hardware and software maintenance operations, including installing or upgrading hardware or software + May be required to perform duties or provide support beyond normal work days for projects and supported system maintenance requirements + Performs special projects and other duties as assigned. Minimum Qualifications These minimum qualifications establish the education, training, experience, special skills and /or license(s), which are required for employment in the classification. Minimum qualifications increase based on the level of the position. Note: additional qualifications (i.e., special conditions) may apply to a particular position. Education For all Information Technology Technicians, it is a requirement to have completed High School graduation or General Educational Development (GED) certificate. It is preferred that the high school coursework include some basic information technology related classes, such as basic computer skills, software packages, business applications, or other technology related coursework. An Associate’s Degree or technical training in computer science, information systems, programming, systems analysis, or a related field is preferred. Experience The Information Technology Technician III requires at least two (2) years of experience. Technician will perform a full range of paraprofessional information technology and/or computer science assignments. Considerable independent judgment is used to make decisions in carrying out assignments that have significant impact on services or programs. Guidelines may be available, but require adaptation or interpretation to determine appropriate courses of action. Some positions may require certification in specific hardware, software, or other technology related matters. Equivalency Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit. Administrative Special Services Staff (Exempt) are eligible for the following benefits: + CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year. + VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year + PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday + MILEAGE REIMBURSEMENT - Granted on same basis as regular employees. + WORKERS COMPENSATION – Covered by applicable laws. + UNEMPLOYMENT COMPENSATION - Covered by applicable laws. + HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate.
