The opportunity

Our Infrastructure and Government Advisory (IGA) team is looking to hire a consultant with at least four years of professional experience in advising government and private sector clients on major infrastructure transactions, involving strategy, financial modelling and analysis (project financing and/or corporate finance).  

 

Background to the IGA team

 

The candidate will be joining the IGA team in supporting clients from initial analysis and project evaluation through to procurement, financial close, construction and operations under three workstreams of services:

Project, Program and Portfolio Management Strategy and Policy Transactions, Economics and Finance (TEF)

 

We are seeking a candidate to join our IGA team primarily within the TEF workstream to assist our clients in devising Public-Private-Partnership (PPP) strategies, economic cost-benefit-analysis, and financial analysis including developing dynamic financial models to project capital and operational expenditure and assessing funding and financing options.

Our diverse client portfolio will enhance your skills in financial analysis, relationship management, challenging assumptions and formulating actionable strategies. We deliver services across several key industry sectors such as transport, power and utilities, arts & culture, health care and social services. Our project and client coverage spans beyond Hong Kong to Mainland China and Southeast Asia region.

This role is based in Hong Kong and the successful candidate may be required to travel depending on client need.

 

Your key responsibilities 

 

You will help deliver services across the lifecycle of public and private infrastructure, including:

Developing business case to assess value for money of major infrastructure projects Building financial models to analyse project financing options Building economic CBA models and reports and business cases Developing PPP strategy and tender documentation for public and private sector side Creating detailed proposals and other business development materials Managing client engagement tasks, including billing, WIP and other administration Mentoring, coaching and support to junior team members

 

Requirements: Skills and attributes for success 

 

We are seeking candidates with a minimum of four years of professional experience in the following areas:

Experience in advising government and/or private sector clients on major infrastructure PPPs and transactions, involving strategy, commercial and/or financial analysis. Knowledge and/or relationships in one or more of the following sectors: government, transportation, social infrastructure, power & utilities, sports, arts & culture. Consulting and advisory experience (e.g., professional services firms, specialist boutique firms and engineering or technical consulting firms). Experience drafting reports, financial modelling and preparing presentations for delivery to clients. Business proficiency in English and Chinese is preferred.

 

We are seeking candidates with the following knowledge/ skills:

Advanced financial modelling skills Strong commercial acumen and general commercial skills with government and/or private sector experience Expertise in developing business cases, procurement methodology and strategy for major infrastructure projects Understanding of economic evaluation methods including cost benefit and economic impact analysis Excellent report writing, communication and presentational skills Excellent interpersonal and client management skills Ability to multi-task Agility to adapt to different management styles and project delivery styles based on client need Ability to work effectively and collaboratively in teams Enthusiastic work ethic with a willingness to learn and engage in new areas Sector expertise considered desirable e.g., government, transport, social infrastructure
