This position manages regulatory enforcement programs for the Pesticide and Fertilizer Management Division. Including necessary planning, development, implementation, performance assessment, personnel resources management, legislative, and fiscal program functions. This position coordinates with the other sections in the Division in order to provide regulatory enforcement actions authorized under the MN Pesticide Control & Fertilizer Laws (188 & 18C, respectively), the Agricultural Chemical Liability Law (18D) and the federal FIFRA. This position also coordinates with other state, local, and national government units on pesticide & fertilizer regulatory activities. This position is the lead division contact with the MN Office of Attorney General. This position has lead responsibility for application, coordination, and reporting on pesticide program grant activities with the US EPA. **Minimum Qualifications** _To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held._ Four (4) years of experience in a senior staff, legal staff, supervisory or management position working with regulations, enforcement, or regulatory compliance issues for agricultural or natural resource law; or in a complex agreement related to agriculture or natural resources. NOTE: An advanced degree in an Agricultural or Environmental Science, Public Administration, Management, Law or a closely related field may substitute for work experience: Doctorate (two years), Master’s (18 months) and Bachelor’s (one year). Supervisory or lead worker experience, preferably related to regulations, enforcement, or regulatory compliance issues. Detail knowledge of Minnesota statutes and law pertaining to regulatory enforcement actions. Excellent oral and written communication skills including negotiation and facilitation skills. Excellent organizational, leadership, and problem-solving skills and a proven ability to organize and manage a project. Must have a valid driver's license and an acceptable motor vehicle record subject to review. _The ability to celebrate and a strong commitment to a respectful and inclusive work environment._ **Preferred Qualifications** An advanced degree in an Agricultural or Environmental Science, Public Administration, Management, Law or a closely related field. Experience in a position that requires routine interactions with the legislature, the mass media and senior executive and managers of state government and non-governmental organization in Minnesota. Three (3) or more years of supervisory experience in regulations, enforcement, or regulatory compliance issues. Three (3) or more years of experience managing projects and budgets. Significant experience in administration of and knowledge of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), Minnesota Statutes 188, 18C, 18D and 18E, along with other Minnesota environmental Jaws. A demonstrated ability to understand, transform and communicate complex legal and policy issues into programs. **Additional Requirements** A job offer will be contingent upon successfully passing a background check.
