Summary DCSA's Inspections Branch, located in the Background Investigations (BI) Program Office, is seeking an enthusiastic individual to join our team. Inspectors perform very in-depth compliance inspections on four major DCSA contractors. If you're looking for a challenging and fulfilling position, look no further! Responsibilities This position may be filled at either GG-11 or GG-12 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent. As a INSPECTOR you will be responsible for the following duties: GG-11 Reviewing Federal investigations laws, Executive Orders, directives, policies, and administrative precedents for a federal investigations inspection program. Applying inspection, investigative techniques, and/or compliance principles, concepts, and practices to conduct fact finding, standard compliance inspections. Conducting inspections for background investigation field and support contractors to ensure contractual compliance, operations, and case management. Assessing operational contract requirements to identify, describe, and solve problems based on background investigative or personnel vetting policies, procedures, standard practices, and directives. GG-12: Applying Federal investigations laws, Executive Orders, directives, policies, and administrative precedents to oversee a federal investigations inspection program. Utilizing inspection, investigative techniques, and/or compliance principles, concepts, and practices to conduct fact finding, standard and expansive compliance inspections. Conducting inspections for background investigation field and support contractors to ensure contractual compliance, operations and case management. Analyzing operational contract situations to prepare inspection reports, identify, describe, and solve problems based on background investigative or personnel vetting policies, procedures, standard practices, and directives. Requirements Conditions of Employment Qualifications The experience described in your resume will be evaluated and screened from the Office of Personnel Management's (OPMs) basic qualifications requirements. i.e. for positions with no IOR: Compliance Inspection and Support Series 1802 for OPM qualification standards, competencies and specialized experience needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS sections of this announcement by 02/03/2025 Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. For the GG-11: You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-09 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Communications - Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals. 3. Compliance Inspection - Knowledge of the guidelines, regulations, and procedures associated with compliance inquiries, including application of compliance rules and criteria and ability to make appropriate decisions and issue citations, fines, or orders. 4. Information Analysis - Evaluate and interpret facts and circumstances against applicable standards to enable further investigative, compliance, enforcement, and inspection activities. 5. Information Gathering - Collect and process information concerning actual or potential situations and conditions to assist in investigative, compliance, enforcement, and inspection activities. 6. Self-Management - Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior. Education Ph.D. or equivalent doctoral degree may be considered for the GG-11 grade level. *Transcripts MUST be provided if substituting education for experience at the GG-11 grade level* Substitution of education may not be used in lieu of specialized experience for the GG-12 grade level.
