The HCEO Education Team exists to develop, deliver, implement and maintain MHCP systems, and MHCP eligibility and enrollment policy and procedure education (training and instructional design) for Minnesota Health Care Process Entity (MHCPE) staff who determine MHCP eligibility and enrollment; department staff, community agencies; and other interested and affected groups. The incumbent in this position is recognized as a state wide expert for MHCP Learning and Development and is responsible to:
+ Determine the scope, objectives, content, and adult learning methodology of MHCP education initiatives that take into account MHCPE needs, education team capacity, and available technology.
+ Create a blueprint and storyboards that reflect MHCP education content and needs so that MHCPE learners gain sufficient knowledge, skills, and abilities to process MHCP eligibility and service delivery.
+ Develop, maintain, and deliver digital and physical MHCP education products that meet the objectives as described in the instructional design blue print and storyboards.
+ Evaluate MHCP education products to determine if they are content accurate, effective, meet accessibility standards, and if they achieve the stated objectives as described in the instructional design blueprint.
**Minimum Qualifications**
Two (2) years professional training and instructional design experience for adult learners demonstrating the following:
+ Successful implementation of accessibility standards and guidelines;
+ Experience with research, analysis, and problem solving methodologies and tools.
_*_ _Bachelor’s degree or higher in_ _public administration, psychology, social work, public health, education_ _or related field may substitute for one (1) year of professional experience._
**Preferred Qualifications**
+ Instructional design methodologies, such as ADDIE, KEMP, and SAMTechnical writing skills to write clear and easy-to understand instructional documents.
+ Project management skills with the ability to multi-task and advance activities through-out the project timeline, as well as set goals and timelines, organize project workflows with others and monitor and evaluate accomplishments.
+ Strong communication skills with a demonstrated ability to communicate complex concepts clearly and concisely.
+ Strong interpersonal skills to work effectively with a variety of people in various contexts.
+ Creatively problem-solve and recommend best practice solutions to meet business needs.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
