Instructional Systems Designer

Summary: The Instructional Systems Designer shall support the creation of a range of educational technologies and their application in supporting synchronous, asynchronous learning. The contractor shall demonstrate experience applying principles of adult learning theory to the creation of effective training products through the process of analysis, design, development, implementation, and evaluation, for a variety of adult audiences. Responsibilities Essential Job Functions: Uses ADDIE Model and Knowles Principles of Adult Learning Theory to develop or update engaging training materials. Updates shall be accomplished at least annually and when required to align with policy changes, or at the direction of Lead ISD. Develops training standards and performance objectives. Researches, develops, and documents training objectives, standards, and requirements for programs utilizing the ADDIE Model and Knowles Principles of Adult Learning Theory. Receives instructions from customers and establishes objectives, work projects, advises on the technical advantages and disadvantages of various formats, styles, media, and methods of production, and recommends techniques and media for effective portrayal/playability. Effectively gathers information from the client on various aspects of the project, including instructional objectives, tasks to be emphasized, prior knowledge of the students, relationships to be stressed, and the relative degree of importance of the various pieces of information being disseminated. Review and create DHA-grown storyboards prior to development and support gate reviews. Conducts instruction delivery and facilitation of professional development topics to management level branch and/or department chiefs and action officers. No more than 60 participants per session. Conducts an annual training program evaluation to assist agency training representatives (i.e., training managers and supervisors, training liaisons/coordinators, agency evaluators, instructional designers, training facilitators and others who have a significant role in training effectiveness) in evaluating training effectiveness and in demonstrating training value to stakeholders and decision makers. The contractor shall provide an Annual Training Program Evaluation annually, by the end of each calendar year. (CDRL A008). Assist in development of just-in-time training materials, audio-visual presentations, scheduling, and follow-on actions. Courses will include 2 per month (3 hours each) with possible additional 1 to 2 per month ad-hoc sessions. Works collaboratively with a team of other instructional designers, subject matter experts (SME), e-learning developers, and editors to create system training/storyboards. Communicates and collaborate with ISD project team to ensure successful learning outcomes. Translates technical and policy language into language suitable for the targeted audience. Assists with 508 Compliance on courseware and other training materials. Develops Training Evaluation and Analytics using Kilpatrick’s Four Level Evaluation Model to develop statistically valid training evaluations and reports for approval and maintain and convert course content using codified ISD methodologies distributed on an LMS. The contractor shall provide a Quarterly Training Program Evaluation within ten (10) days of the end of each quarter (CDRL A009). Assists with creation of a range of educational technologies in support of synchronous, and asynchronous learning. Communicates effectively with the Lead ISD. Provides timely notification on items requiring Government action. Displays excellent written and oral communication skills. Provides input on training curricula and assists with development of materials, activities, and assessments. Qualifications Necessary Skills and Knowledge: Proficiency in multimedia development tools. Ability to create interactive simulations, scenarios, and assessments for both synchronous and asynchronous delivery. Familiarity with video production and editing for instructional content. Strong project management skills, including the ability to manage timelines, resources, and deliverables. Excellent verbal and written communication skills to effectively collaborate with SMEs, stakeholders, and learners. Strong analytical skills to evaluate training effectiveness and learner performance. Creativity in designing engaging, learner-centered content. Minimum Qualifications: Minimum 3 – 5 years of relevant experience. Proven experience in designing, developing, and delivering synchronous and asynchronous learning solutions. Familiarity with adult learning principles and instructional design theories. Demonstrated expertise in designing and developing eLearning content using tools like Articulate Storyline, Adobe Captivate, or similar. Experience working with Learning Management Systems (LMS) such as Moodle, Blackboard, or Canvas. Practical experience in delivering training through virtual platforms like Zoom, Microsoft Teams, or WebEx. Ability to travel within the Continental United States (CONUS). Preferred Qualifications: Bachelor’s degree in Instructional Design, Educational Technology, Learning Sciences, or a related field (Master’s degree preferred). Certifications in instructional design methodologies or tools are advantageous. Project Management Professional (PMP) or similar project management certification. Certified Professional in Learning and Performance (CPLP) or equivalent. Certifications in instructional design or eLearning tools (e.g., Articulate Certified Storyline Trainer).
