Instructional Systems Specialist
Summary This position is located within the Workforce Development Division, Learning Solutions Branch. The incumbent serves as the lead analyst, course/program designer, or contract manager for major projects including development, delivery or evaluation of courses or instructional packages. Responsibilities The incumbent assesses the strengths and weaknesses of alternative methods for job-based teaching/learning, including resident classroom-based, computer-based instruction, simulation, virtual instructor-led and other self-paced instruction. The incumbent assesses the procedures, methods, and results of job cognitive task analyses and their utility for the development of instructional packages. Resolves conflicts in the design and development of training system methodologies; and coordinates information regarding any training issues evolving as a result of new, pending regulations. Participates in formulating training policies and procedures and develops courseware according to regulations, policies and standards. Plans and directs all or parts of major phases of the development process, including needs analysis, task analysis, course/program design and testing, selection of instructional media and methods, and formative and summative evaluations. Maintains close working relationships with all FAA offices, Flight Standards offices and divisions and the Academy to ensure training needs and requirements are addressed with the most effective instructional technologies and methods to meet organizational needs. Qualifications To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I or FG/GS-13. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized experience is: Experience managing organizational training programs to include training course design and development activities, managing learning infrastructure tools and systems and evaluating the effectiveness of development content to include implementation of developed training. BASIC REQUIREMENTS: Degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
