Summary This position is located in the Department of Homeland Security (DHS), Management Directorate (MGMT); Office of Biometric Identity Management (OBIM). The primary purpose of this position is to establish strategies, policies, and evaluations for OBIM-wide workforce development programs, and designs and develops traditional, blended, and e- Learning curriculum. Non-BU: This is a non-bargaining unit position. Responsibilities As a Instructional Systems Specialist, GS-1750-13, your typical work assignments may include: Develops, plans and conducts collaborative outreach programs with internal and external experts (e.g., curriculum designers, course writers, instructors, and subject-matter experts) for various instructional materials. Use professional knowledge of principles, techniques and practices of instructional system development, adult learning theory, training research methodology, statistics, and technology to review and revise instructional materials. Using a systems approach, assists in the development of policy directives, instructions, and instructional materials for programs being utilized by the OBIM. Conducts studies, interpret survey data, and recommends minor and major changes to curriculum for continuous process improvement of training and development programs. Clearly articulates, presents, and promotes ideas and issues before a wide range of audiences and in such a manner as to ensure credibility and achieve buy-in. Recommends, develops, and promotes new and innovative educational activities and programs that incorporate leading edge technologies and methodologies. Incorporates the latest educational theory and modern technologies to ensure that all course work meets professionally acceptable standards, practices and techniques. Requirements Conditions of Employment Qualifications Basic Requirements: Education: This position requires a bachelor's degree in a field related to the work of this position, from an accredited institution. Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: 1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Specialized Experience: To qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Using a systems approach, assists in the development of organizational guidance, directives, instructions, and instructional and training materials. Incorporates educational theory and modern technologies to ensure that all training and development products meets professionally acceptable standards, practices, and techniques. Professional knowledge of principles, techniques and practices of instructional system development, adult learning theory, training research methodology, statistics, and technology to develop, review and revise instructional materials.
