Summary About the Position: Serves as an Instructional Systems Specialist, Special Programs Directorate, Office of the Administrative Assistant to the Secretary of the Army. Assigned projects related to outreach and communications, adult learning, eLearning, and training development in support of local level and Army-wide programs and National Capital Area, OAA, or Directorate local level program(s). Responsibilities Serves as an Instructional Systems Specialist, Special Programs Directorate, Office of the Administrative Assistant to the Secretary of the Army Provide Instructional Systems and Project Management support to Army Special Projects such as Mass Transportation Benefits, Combined Federal Campaign, Army Emergency Relief Campaign, Customer Experience, Publishing, and Records Management. Responsible for curriculum development, correspondence and content creation, video capture and editing, research and analysis, and project/program management. Serves as lead consultant within the assigned broad functional areas and formulates command positions on new or changing concepts, operations, and policy. Performs needs and task analysis to design and develop program training, guides, and outreach strategies. Applies experience and knowledge of adult learning principles and instructional design methods, Analysis, Design, Development, Implementation, and Evaluation Concepts (ADDIE). Develops new and innovative training with focus on on-the-job training, web-based, virtual, interactive video, distant learning, and blended learning methods for delivery to the OAA and HQDA Workforce. Collaborates with both the Army and Office, Secretary of Defense to offer recommendations, suggest courses of action, and to provide timely reports of status and progress of projects in process at highest DA staff levels. Interprets legislation, Office of Management and Budget (OMB) directives, OSD Guidance and other agency guidelines pertaining to the conduct of programs making interpretation that is used by the entire Department of the Army. Basic requirements for an Instructional Systems Specialist: Degree: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (You MUST attach a copy of your transcripts.) 1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1. Performing analysis to design and develop training; 2. Using web-authoring software and technologies to design training; 3. Collaborating with counterparts and subject-matter personnel to resolve and coordinate controversial problems. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-11 or equivalent).
