These are non-bargaining unit positions. Responsibilities The Office of Leadership and Career Development (OLCD) is the lead office within ICE for leadership and career development. The OLCD provides essential training and professional development opportunities to help ICE employees enhance their leadership skills and achieve career development goals. The OLCD is comprised of instructors, facilitators, curriculum designers, accreditation specialists, technical experts, career development professionals, and administrative personnel that design, develop, and deliver training to support the development of the ICE workforce. As a Instructional Systems Specialist, at the full performance level you will perform the following duties: Serves as an Instructional Systems Specialist developing and implementing training programs using the ADDIE process. Creates training that is high quality, legally defensible, and centered on maintaining student engagement through performance and appropriate assessments. Creates, evaluates, and reports on training outcomes, and devise solutions to training problems. Designs training content that uses multiple types of research-based training procedures. BASIC REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. You qualify for the GS-13 grade level if you possess the following: Experience: One (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as: Designing and developing instructional materials and training content for various modalities, including instructor-led, e-learning, and blended learning programs. Using instructional design tools (e.g., Articulate 360, Adobe Captivate, Camtasia) to create engaging and interactive training content. Using the ADDIE model to shepherd an instructional product through the full product lifecycle. Conducting training needs analyses and task analyses to identify performance gaps and inform content development. Evaluating the effectiveness of training programs through learner assessments, feedback, and performance data, and revising content accordingly. Collaborating with subject matter experts (SMEs) to gather content and ensure the accuracy and relevance of training materials. Using project management skills and tools to drive efficient content development effectively balancing subject matter expert's input, customer requirements, instructionally sound outputs, and tight timelines.
