Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Responsibilities Assist Analysis, Design, Development, Implementation, and Evaluation (ADDIE) Project Managers in the research, development, and implementation of all USAICoE courseware. Monitor progress for multiple ADDIE teams and evaluate outcomes to improve organizational efficiencies. Brief senior leaders on status of ADDIE teams. Ensure sound management processes and procedures are in place and monitors progress on established milestones and deadlines. Assess the need to conduct training based on turnover and influx of new personnel; and establish training requirements for managers and training developers. Consolidate input, results, and lessons learned to recommend changes to the USAICoE ADDIE process. Advise project managers of available educational resources developed by other ADDIE teams for inclusion into ongoing projects. Coordinate with multiple task organized work groups in the development of USAICoE courseware, provide training and guidance on the ADDIE process and USAICoE approved procedures. Brief stakeholders on the status of educational projects; coordinate with training developers in the synchronization of training products. Assess training needs of work groups and provide or coordinate necessary training to fill the training gap. Apply skills in instructional technology and course management applications. Employ knowledge of current trends in training and education. Evaluate and recommend emerging online or technology-enabled educational tools. Recommend integrating technological innovations into the development process. Employ a mix of tools and software to produce interactive learning products (e.g., simulations, videos, animations, web-based applications, etc.). In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic education requirement: A Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. It is important to recognize that on rare occasions there may be applicants who may not meet exactly the educational requirements for a particular series, but who, in fact, may be demonstrably well qualified to perform the work in that series because of exceptional experience or a combination of education and experience. In such instances, a more comprehensive evaluation must be made of the applicant's entire background, with full consideration given to both education and experience. To be considered qualified, the applicant's work experience must reflect significant full performance-level accomplishment directly applicable to the position to be filled, and be verified by a panel of at least two persons who have professional standing in the field. Such verification is necessary to insure that the applicant's background is compared to the appropriate duties and responsibilities required at the full performance level in the occupation. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11).
