Job DescriptionProSidian Seeks a Instrumentation and Control (I&C) Engineer - Engineering (DS111) (Time and Materials | Exempt Engagement Team - Senior Consultant Level) to support an engagement for a liquid waste contractor (Savannah River Remediation [SRMC]) at the Savannah River Site in Aiken, SC, which is owned by the U.S. Department of Energy. - DS111 | Prof. This position is located in the Savannah River Site / Aiken, South Carolina Area.
Instrumentation and Control (I&C) Engineer - Engineering (DS111) Candidates shall work to support requirements for TBC (Engineering Services) and statement of work (SOW) while maintaining required qualifications Nuclear & Environmental Management Sector. ProSidian Team Members work as part of the Instrumentation and Control (I&C) Engineer Engagement Team Cadre to serve as an Instrumentation and Control (I&C) Engineer responsible for performing a variety of Instrumentation and Control (I&C) Engineering assignments, including design, manufacture, test, installation, operation, and maintenance of various process equipment and systems, and generally as a member of a design, construction, operations, or review team on more complex assignments or as a lead on less complex projects. In addition, support and engagement for a liquid waste contractor (Savannah River Remediation [SRMC]) at the Savannah River Site in Aiken, SC, which the US Department of Energy owns.
Provide support engineering services to assigned SRR Engineering Teams. Engineering support services include engineering analysis, walk downs, design development and generation of design output documents including but not limited to: P&IDs; Control Logics; Loop Diagrams; Instrument Indices; Setpoint Lists; Instrument and Control Valve Specifications; DCS and PLC Design; Instrument Location and Installation Design; Panel Layouts; and Vendor Document Review. Individual at times will be required to travel off Site to interface with vendors, fabricators and other Engineering organizations. Engineering services will be provided using SRR processes and procedures. Programmatic guidance will be provided by SRR.
A background in Instrumentation and Control Systems is required for this role as well as experience and qualifications for working in a highly regulated field like the Department of Energy or Aeronautics. Most modern control systems employ a PLC (Programmable Logic Controller) to control motors, pumps, valves, and other equipment used in a process. Computer-based HMI (Human Machine Interface) products provide how to process personnel interact with the PLC control system. Control and instrumentation (C&I) engineers are responsible for designing, developing, installing, managing, and maintaining equipment to monitor and control engineering systems, machinery, and processes. Work will include developing a conceptual design and related design basis documents to support new Nuclear Generating Plant licensing preparation of specifications and bid packages for control systems and detailed I&C design for a new generating plant.
This service supports Environmental Management Sector Clients (For Present / Future Requirements), and ProSidian Team Members work as part of an Engagement Team Cadre to fulfill Instrumentation and Control (I&C) Engineering requirements. An Instrumentation and Control (I&C) Engineer, or Facilities Instrumentation and Control (I&C) Engineer, designs, builds, and tests various mechanical devices, like industrial machines, transportation systems, and robotics equipment. In addition, Instrumentation and Control (I&C) Engineers perform many Instrumentation and Control, scientific and technical tasks related to the process of Nuclear, Energy, and Environmental Management Sector products/services/deliverables. Some of their typical duties and responsibilities include but are not limited to the following worksite functionalities (Specific Task Order Performance Work Statements May supersede listed tasks for this role):
ESSENTIAL RESPONSIBILITIES:
Designing and specifying all the instrumentation and controls needed for monitoring and controlling the various systems, managing and monitoring established and planned processing facilitiesManaging Distributive Control Systems (DCS) and Programmable Logic Controllers (PLC) is a plus to power distribution systemsActively involved in developing designs and diagrams including single line diagrams, wiring diagrams and schematics, panel layout drawings, cable/conduit sizing, etc.Coordinate with various stakeholders for requisite information to complete design deliverables on scheduleConduct and attend progress meetings from time to timeDetermining scope, specifying equipment, selecting instruments, PLC (Programmable Logic Controller) and HMI (Human Machine Interface) programming and checkout and configuration controls for a project.Identify and resolve discrepancies between scope of work and customer's needs.Coordinate project activities between site and office.Provide phone support and field Customer Service calls as needed.Determine scope of work based on customer requests, site equipment, and problems.Design, spec, and price controls based on project requirements.Perform design and coordinate installations of control panels.Research new products required for a particular project.Perform start-up and troubleshooting services.Coordinate with other start-up personnel when required.Investigate and troubleshoot electrical issues with start-up and plant personnel.Participate in meetings to negotiate scope of work.Select instruments based on scope of work.Design or modify PLC/HMI applications to meet project scope.Coordinate system configuration with other system providers.Complete Input/output (I/O) Architecture checkout, instrument configuration, and required documentation for a project.Investigate and troubleshoot electrical/programming issues of existing systems.Implement Programmable Logic Controller (PLC)/Operator Interface Terminal (OIT)controls based on project scope.Coordinate site activities between PLC implementation and SCADA (Supervisory Control and Data Acquisition).Perform commission testing of process control system per project scope.Coordinate concerns with Customer Service, Process, and I&C.Provide tech support to plant personnel.Provide field reports detailing project status.Key Qualification, Skills, and Experience to include:
A) Development of Control System architecture
B) Modifications to operating Nuclear plants: Familiarity with the Nuclear standard Design Process, and experience preparing engineering drawings, including but not limited to wiring diagrams and schematics, P&IDs, logic diagrams, instrument hookups, etc. for plant modification packages, including digital upgrades
C) preparation of specifications for control systems for plant process/auxiliary systems
D) preparation and review of logic diagrams and system functional descriptions for implementation of a system control logic into plant control systems
E) experience evaluating and specifying pressure, temperature, flow, and level process instrumentation
F) Experience performing calculations for a Nuclear plant such as instrument set-points
G) Familiarity with IEEE, EPRI, ISA, and IAEA Codes and Standards and NRC Reg Guides relating to Nuclear plant licensing and design
H) Supervisory experience to include preparation and control of budgets and schedules for I&C Engineering/Design group, preparation of material and engineering cost estimates, and technical supervision of engineering/design team

3.6 Personnel Qualifications/Certifications --- all personnel shall have demonstrated experience in Nuclear Safety, Criticality, Radiological Engineering, Health Physics, Fire Protection, or Engineering Technical Support. These individuals must have U.S. citizenship and the ability to maintain DOE site access.
3.6.1 Nuclear and Criticality Safety --- IMC Contractor/SRS or other DOE complex experience is preferred.
Criticality personnel are required to obtain or have SRS Nuclear Criticality Safety qualifications (e.g., Criticality Safety Engineer (CSE), Senior Criticality Safety Engineer (SCSE), Criticality Safety Officer (CSO), Associate Criticality Safety Engineer (ACSE)).
Radiological Engineering and Health Physics personnel are required to achieve/maintain applicable SRS qualifications.
3.6.2 Fire Protection: Fire protection personnel shall be ---
1. Registered professional engineer in an engineering discipline that encompasses the scope of work being performed. Or
2. Certified National Institute for Certification in Engineering Technologies (NICET) Level III in the applicable NICET subfield for the subject fire protection system (i.e., water-based systems layout, fire alarm systems, inspection and testing of water-based systems, special hazards suppression
systems, or special hazards suppression systems, or special hazards systems).

3. Manufacturer/Factory trained and certified for the subject fire protection systems/feature. Or
4. Graduate of an accredited engineering curriculum with a minimum of four (4) years of engineering practice, three (3) of which are in design that encompasses the subject fire protection system.
3.6.3 Engineering Technical Support --- IMC Contractor/SRS or other DOE complex experience is preferred.
