INTELLIGENCE OPERATIONS SPECIALIST
Summary THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a INTELLIGENCE OPERATIONS SPECIALIST, Position Description Number D1654P01 and is part of the ND 177 Intelligence Squadron, National Guard. Responsibilities This position is located in the Signals Intelligence (SIGINT) exploitation section at an Air National Guard (ANG) Intelligence unit. The primary purpose of the position is to perform specialized SIGINT duties as a Intelligence Surveillance Reconnaissance (ISR) unit crewmember and to train assigned military unit members in the duties and functions associated with SIGINT Tasking, Processing, Exploitation, and Dissemination (TPED). Provides real-time electronic intelligence (ELINT) TPED support to National Agencies, Joint Commands, Air Force Major Commands (MAJCOMs), Air Operations Centers (AOCs), and US and coalition airborne assets in exercises and contingency operations. Ensures real- and near-real-time ELINT/SIGINT reporting and analysis is timely and accurate. Serves as a ISR unit crewmember in the SIGINT exploitation section, responsible for SIGINT operations and production affecting time critical targeting (TCT), direct threat warning, battle damage assessment, combat identification, combat search and rescue, multi-INT correlation, threat analysis, mapping, intelligence preparation of the battlespace, situation monitoring, and mission reporting. Processes and analyzes SIGINT derived from manned, unmanned, and other operational assets in support of intelligence taskings from National Agencies, Joint Commands, Air Force MAJCOMs, and AOCs. Prepares post-mission reports from analysis of communications patterns, trends, and characteristics for general intelligence and operational community consumption. Prepares and evaluates finished reports relative to SIGINT activities. Briefs analysis findings and estimates to superiors and mission planners. Works with other crew members to ensure that the SIGINT exploitation section maintains a capability to provide timely and accurate operational intelligence support and fully trained intelligence personnel during peacetime and contingency operations. To enhance the ISR unit crew's mission readiness, the incumbent maintains a thorough knowledge of all aspects of internal SIGINT training. Coordinates SIGINT training requirements with gaining command intelligence section. Performs other duties as assigned. Advancement to GS 9 secondary and subsequently GS 11 levels, is not automatic with the completion of the training time required at this grade level, but rather it is contingent upon the assignment and performance of higher graded duties on a regular and recurring basis. The immediate supervisor and the higher level supervisors in the organization must assure the helper duties and subsequent intermediate level is essential and has been adequately mastered through actual performance of higher graded journey level duties. A locally developed Individual Development Plan (IDP) will be established for the incumbent. This plan will be designed to provide the individual selected with the opportunity to broaden their knowledge and hone their skills to meet the full operating level of the Intelligence Operations Specialist, GS-0132-11, PD # D1655P01 Requirements Conditions of Employment Qualifications PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. Compatible Military Assignments: 1N4X2; 1N4X1 AFSC is not a disqualifying factor for eligibility. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. GENERAL EXPERIENCE: Applicant must have the experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports. In addition to the general experience, applicants must meet the following: SPECIALIZED EXPERIENCE for the GS 07 Grade level: Applicant must have one year of specialized experience equivalent to at least GS-05 grade level or civilian equivalent, which includes: 1) Investigating and collecting data to develop reports of findings; 2) Experience storing, controlling, destroying and accounting for classified documents. OR, Possess one full year of graduate level education or superior academic achievement. (must include transcripts) SPECIALIZED EXPERIENCE for the GS 09 Grade level: Applicant must have one year of specialized experience equivalent to at least GS-07 grade level or civilian equivalent, which includes: 1) Performing functions involving various intelligence systems and organizations; 2) Experience reviewing and analyzing data including technical reports, surveys, and studies; 3) Experience preparing and conducting training plans and programs, both formal and on-the-job. OR Master's degree or equivalent graduate degree in a field related to the position.(must include transcripts) OR 2 full years of progressively higher- level graduate education leading to such a degree mentioned above.(must include transcripts)??????? SPECIALIZED EXPERIENCE for the GS 11 Grade level: Applicant must have one year of specialized experience equivalent to at least GS-07 grade level or civilian equivalent, which includes: 1) Developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations; 2) Experience in administrative, investigative, or technical work which requires one to deal effectively with others; 3) Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports. OR Ph.D. or equivalent doctoral degree in a related field to the position.(must include transcripts)???????
