Summary The position supports the mission and objectives of the ASH organization in the Intelligence & Threat Analysis Division, AXE-200. Responsibilities Serves as an Intelligence Operations Specialist for Cyber Intelligence to assess cybersecurity and emerging technology threats, risks, and vulnerabilities while working within a Sensitive Compartmented Information Facility (SCIF) under the guidance of and in support of the Division Manager and team leader as part of the Cyber Intelligence Team within the Intelligence and Threat Analysis Division in the Office of National Security Programs and Incident Response. The Incumbent will perform multiple, varying, and complex assignments under minimal direction from the manager. Duties include, but are not limited to, the following: Monitor and evaluate all-source intelligence and information to identify potential cyber threats to FAA and aviation stakeholder systems, operations, and networked infrastructure that originates from hackers, criminal elements, radicalized elements, extremists, terrorists, insurgents, and/or nation-states. Assess and report on indications of, suspected incidents, demonstrated activity, or post-event forensics on cyber threats and the implications to FAA interests, aviation ecosystem, U.S. national security, and foreign and industry partners. Analyze intelligence and information on cyber tactics, techniques and procedures which pose a potential threat to the National Airspace System (NAS), current/future FAA program initiatives, and the safety/security of civil operations worldwide. Provide daily intel support to time-critical Indications and Warning (I&W) and Indicators of Compromise (IOC) for the FAA Security Operations Center (SOC), NAS Cyber Operations Center (NCO), FAA leadership, systems security staff, other applicable FAA offices, the Department of Transportation (DOT), and interagency partners to warn of and contribute to mitigation measures for protecting against emerging cyber-attacks, emerging cyber threats, risks, and/or vulnerabilities. Support the full range of cyber and intelligence activities within the Division, if and as needed. Conduct trend analysis, operational support, and in-depth assessments on cyber concerns to maximize the FAA's situational awareness of cyber risks in the aviation ecosystem and to inform mitigation planning, operational decision-making, and crisis management either proactively, during or following incidents/activity of concern. Develop, deliver, and contribute to written products, oral presentations, and requests for information (RFI) responses about cyber threats to FAA equities, civil aviation, and the aviation ecosystem to support FAA and community partner (e.g. interagency, industry, and foreign counterpart) situational awareness, mitigation planning, and operational decision-making. Support cyber strategy, policy, mitigation planning, and community messaging initiatives. Support the Cyber Intelligence Team, which is the FAA’s initial point of contact for cyber threat intelligence. Support and participate in working groups, exercise activities, committees, fora, conferences, and other collaborative initiatives to effectively represent ASH, FAA, U.S. government, and aviation equities, as appropriate, toward safeguarding civil aviation. Develop, build, lead, and maintain peer-level liaison relationships within FAA Lines of Business and the DOT, along with counterparts in other national-level agencies, including those in the Intelligence Community (IC), Law Enforcement (LE), and Department of Defense (DoD) communities through daily collaboration and information sharing. Coordinate with federal/state/local/tribal, academic, non-government organizations, industry, and foreign counterparts, as appropriate, to collaborate on and share information regarding cyber threats, risks and vulnerabilities potentially affecting the aviation ecosystem. Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. ------------------------------------------------------------------------------------------------------------ SPECIALIZED EXPERIENCE IS DEFINED AS: Experience applying all-source intelligence to assess cyber threats from potentially hostile or illicit actors to inform mitigation. Experienced communicator, providing written and verbal assessments for senior leadership at the SES or General level. AND In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor (SPF). This means possession of this criteria is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position.
