INTELLIGENCE SPECIALIST
Summary You will serve as a Joint Coordination Element Liaison Officer in the Operations Oversight Department of NAVAL INTELLIGENCE ACTIVITY. This position is located at Fort Huachuca, AZ. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status. Responsibilities You will monitor and evaluate evolving doctrine, training techniques and programs, and technical systems which impact upon Navy Human Intelligence (HUMINT) and Counterintelligence (CI) programs. You will conduct coordination and policy formulation in developing appropriate new techniques, methods and procedures to conduct and/or support Navy HUMINT and CI activities. You will be responsible for representing the interests of the US Navy, acting as Subject Matter Expert (SME) while assisting in the training management of all CI and HUMINT training. You will participate in the development, review and validation of requirements for emerging technical capabilities to support Navy CI and HUMINT. You will be responsible for accurately assessing the impact of inter-agency decisions on Navy-wide HUMINT and CI activities, for building consensus, and obtaining concurrence concerning IC approaches and solutions to new problems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing extensive training management experience, to include the development and maintenance of training plans and management of quotas; 2) Utilizing extensive experience in liaison duties and responsibilities; 3) Utilizing extensive familiarity with Intelligence Community and DoD Counterintelligence Human Intelligence disciplines and program management; and, 4) Participating in the development, review and evaluation of requirements for emerging technical capabilities to support Navy CI and HUMINT.
