The primary purpose of this position is to serve as an Intelligence Specialist formulating and directing the operational and technical aspects of Defense Intelligence Enterprise (DIE) programs, policies and concepts. *** Salary ranges includes local market supplements *** Responsibilities - Plans, organizes, translates and coordinates formal and informal strategy and guidance to anticipate, predict, assess, and forecast technology/methodology and identifying potential strategic partnerships and opportunities. - Recognizes, develops, assess, and transitions emerging technologies and methodologies to address Defense Enterprise threats, challenges, and priorities. Develops, plans and manages the formulation of assessments, policies, philosophies and concepts regarding CMO's current and future programs involving the DIE. - Manages, develops, and executes operational and/or technical intelligence related activities of sensitive and critical programs, projects, and initiatives that deliver significant and optimized capabilities. Builds and executes an Integrated Program Management Process linking to the CMO Strategic direction. - Participates as an expert representative of the activity on panels, and committees with commitment authority in his/her assigned area(s). Makes decisions and commitments based on interpretation of regulations and guidelines. Requirements Conditions of Employment Qualifications This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery knowledge of Intelligence Community organizations (DoD and Non-DoD) agencies, policies, legislation, directives, and diverse situations requiring various degrees of management control to plan and develop relationships and guidance for application of complex procedures and techniques and to accurately reflect and defend DoD positions; Comprehensive knowledge of and expert skill in formulating and directing programs, policies and concepts in support of mission goals from the Office of the Under Secretary of Defense for Intelligence (OUSD(I)); Comprehensive knowledge and experience managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of Intelligence Community organizations (DoD and non-DoD agencies), policies, legislation, directives and diverse situations requiring various degrees of management control to plan and develop relationships and guidance for application of complex procedures and techniques and to accurately reflect and defend DoD positions. 2. Comprehensive knowledge of and expert skill in formulating and directing programs, policies and concepts in support of mission goals from the Office of the Under Secretary of Defense for Intelligence (OUSD(I)). 3. Comprehensive knowledge and experience managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices. 4. Skill in conducting relevant, intelligence and operational-related research and development, preparing concise written reports and presenting innovative, imaginative and cohesive briefings, and other related duties as assigned. 5. Expert skills in oral and written communications, to present sensitive information and/or recommendations on complex matters to higher authorities and develop guidance, regulations and directives. 6. Skilled in establishing and maintaining highly productive work relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers. CONDITIONS OF EMPLOYMENT CONTINUED: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Education and/or expert level of experience within the Intelligence Series field, as it applies to RDT&E projects and efforts within the intelligence arena, and a comprehensive knowledge and/or practical application within Contracting Office Representative (COR) and/or acquisition arena is desired. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 or Tier 5R investigation. A non-disclosure agreement must be signed. A statement of Understanding (SOU) identifying acknowledgement of the Security Accreditation and Certification must be signed. This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases, during a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in the readiness exercises. This position can not be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. This is a Key Position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.
