Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This is an INSCOM position located at Fort Meade, Maryland, in Mission Support Command, FOIA/IRR. Responsibilities Manages policies and procedures related to the overall safeguarding and records management of national security intelligence, counterintelligence, operational, and personnel security-related information. Performs a critical review of information contained in intelligence, counterintelligence, operational, and personnel security related dossiers. Analyzes classified data and records and recommends downgrades/declassification as appropriate. Conducts retention reviews of records retained to determine if dossiers should be retained, destroyed, or offered to the National Archives and Records Administration (NARA). In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications: To qualify based on your experience, your resume must describe at least one (1) year of specialized experience equivalent to at least the GG/GS-09 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as working in a position that utilizes policies and procedures related to the overall safeguarding and records management of national security intelligence, counterintelligence, operational, and/or personnel security-related information. To qualify based on your education, you must submit transcripts showing you have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Or you may qualify for this position based on a combination of your experience and education. Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in a government agency so long as it was at a level at least equivalent to the next lower grade in the series (GS/GG-09). . You will be evaluated on the basis of your level of competency in the following areas: Information Management Intelligence Policy and Procedures Understanding Intelligence Data Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
