Summary About the Position: Serves as branch Project Manager for Interagency and International Services (IIS)/Work for Others (WFO) for archaeological, historic preservation, and curation projects nationwide. This is a pay banded position. The NH-03 band encompasses grades GS-12 and GS-13 under the General Schedule (GS) system. Responsibilities Responsible for the overall management and planning, scoping, development, design of major IIS/WFO cultural resource related projects or programs across the United States. Serves as primary liaison with internal and external stakeholders and customers, communicating strategic goals, missions, and values for the Center and the Branch. Communicates with customers about contractual work and funding requirements. Develops cultural resource program goals and measurable objectives for assigned operating or cultural resources projects. Conducts archeological surveys and site testing to identify historical properties, as defined by Section 106 of the National Historic Preservation Act, within assigned project areas. Understands the requirements of the Native American Protection and Repatriation Act (NAGPRA), curation, and tribal consultation, appropriately coordinating project efforts across multifunctional teams. Conducts general program management including the preparation of time and cost estimates, development of Scopes of Work to obtain the appropriate historical, archeological and other cultural resource studies. Prepares government estimates for use in contract negotiations and budgeting funds. Basic Requirements: Archeologist, 0193 Series Anthropologist, 0190 Series In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: NH-03 Minimum Qualifications: Specialized Experience: One year of specialized experience which includes developing project work statements, cost estimates, and/or schedules for historic preservation projects; planning and/or performing archaeological surveys and/or excavations following Secretary of Interior (SOI) standards, guidelines, and applicable State and Federal historic resource laws and regulations; and creating and/or reviewing National Register of Historic Places (NRHP), Historic American Building Surveys (HABS), and/or Historic American Engineering Records (HAER) documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications History and Archaeology Technical Competence Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework.
