Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Workload Manager for Design Branch (DB), Engineering Division. Reports to the Specifications and Technical Review Section to serve as an advisor working with the Design Branch Chief and Section Chiefs. Responsibilities Work with Design Branch Chief and Section Chief, plans and coordinates the work assigned to DB Engineering Division. Balance DB Engineering Division workload volume amount and type against the resources available. Ensure appropriate management controls are in place to achieve quality products, on time and within budget. Coordinates technical management activities within the DB Engineering Division to meet deadlines for all projects. Maintain liaison and coordination with other associated organizational elements within the district and the Region. Review workload based on established priorities and needs. Collaborate with Section Chiefs to monitor resource requirements and identify areas of concern where Sections may be over or under resourced. Ensure timely performance and quality of work. Monitors the design/study milestone schedules to ensure timely completion of projects. Provide monthly project status updates to the appropriate district staff, Project/Program Managers, and Engineering Division staff. Responsible to integrate and implement the design management process utilizing enterprise software systems. Coordinate design products through project team leaders and regularly scheduled design team meetings. Resolve difficult issues and complex problems related to technically managing all design/study activities. Formulate and execute the design program for the current and subsequent fiscal year program. Establish, manage, and maintain Standing Operating Procedures (SOP) for design management and design processes/check lists. Serve as Engineering Knowledge Manager. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Selective Placement Factor: This position requires possession of a Professional Registration: Professional Engineering (PE), or Professional Architect (AIA). This is a Construction, Engineering, Infrastructure Career Field position. Salary for 0808 Job Series includes applicable locality pay or Local Market Supplement. Job Series 0810, 0830, 0850 fall under Special Salary Rate Table 0753. Salary Range is dependent on assigned Job Series; Job Series 0810/0830/0850 - $132,039-$159,048, Job Series 0808 - $118,446-$153,982 per annum. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. The following incentives MAY BE authorized: Student Loan Repayment, Advanced In-Hire, Recruitment Incentive, Relocation Incentive, Advanced Leave Accrual, as applicable.
