Salary Breakdown: GS-11: $84,366- $109,673 GS-12: $101,121- $131,452 Responsibilities You will apply planning technical skills in order to produce a wide variety of facility planning products and services for a high-tempo Navy installation. You will assess and synthesize data to develop recommendations, requirements, and project documentation based on sound planning analysis. You will develop justification and documentation for new facilities and major renovations through the Military Construction (MCON) and Sustainment Restoration and Modernization (SRM) programs. You will actively communicate in both written and verbal form at multiple levels to inform, develop consensus, resolve conflicts, and gain approval. Requirements Conditions of Employment Qualifications GS-12 In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Qualifying experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing planning recommendations for construction, demolition, energy, maintenance and facilities development projects; 2) Reviewing engineering/architectural drawings or specifications for construction, demolition, energy, maintenance, facilities development projects to identify inconsistencies; 3) Using planning systems and automated databases to capture spatial or geographic data to support facility planning. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must meet the following basic education requirements for Series 0020: Community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Applicants must meet the following basic education requirements for Series 0807: A bachelor's or higher degree from an accredited college or university in a landscape architecture or landscape design OR successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in landscape architecture in an accredited college or university. Applicants must meet the following basic education requirements for Series 0808: Bachelor's or higher degree in architecture or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. Applicants must meet the following basic education requirements for Series 0810-and-0896: Bachelor's or higher degree in Engineering from an accredited school of engineering (1) with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Physical Demands: The position's duties are largely sedentary and consist of office related activities including long periods of sitting, standing, walking and operations telephones, audio-visual and computer equipment. During field visits and facility inspections at assigned activities, the employee may lift loads less than 20 pounds, climb stairs and ladders, walk, stoop, bend, and stretch to reach objects. The employee travels within the area of responsibility approximately 25% of the time. Work Environment: The employee's work place is typical office equipped with adequate ventilation, air conditioning, heating, lighting and toilet facilities. The employee is not normally exposed to hazardous substances or environments in the performance of duties.
