Responsibilities At the full performance level of Interdisciplinary, GS-12, duties will be: Serves as specifications engineer in support of District's projects involving the design of both conventional and unconventional facilities for the following: Civil Works, Hazardous, Toxic and Radiological Waste (HTRW), Work for Others (WFO), Support for Others (SFO), and Military Programs, which encompass California, Utah, Nevada, and Arizona. Assists in the coordination of Design Quality Control/Quality Assurance (QA/QC) review for Civil Works, HTRW, and Military Design and Construction Programs, applying a thorough knowledge of policies, procedures and applicable regulations. Serves as Architect- Engineer Services work facilitator responsible for planning, scheduling and coordinating the preparation and processing of contracts. Those contracts are associated with conventional and complex civil works and military projects during the planning, design and construction phase. Minimum Qualifications for GS-05 Education: Meet or exceed the education as listed in the Basic Requirements for one or more of the listed occupational series. Minimum Qualifications for GS-07 Specialized Experience: One year of specialized experience which includes assisting in two of the three: Design Quality Control/Quality Assurance (QA/QC) reviews for construction programs; developing construction specifications and other documentation; and the development of pre-award documentation for A-E Contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering or architecture. OR Superior Academic Achievement OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Minimum Qualifications for GS-09 Specialized Experience: One year of specialized experience which includes assisting in Design Quality Control/Quality Assurance (QA/QC) reviews for construction programs; assisting in developing construction specifications and other documentation; and assist with the development of pre-award documentation for A-E Contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering or architecture. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Minimum Qualifications for GS-11 Specialized Experience: One year of specialized experience which includes assisting in Design Quality Control/Quality Assurance (QA/QC) reviews for construction programs; developing specification reports and other documentation; assist with the development of pre-award documentation for A-E Contracts, and assisting with the development of construction specifications. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering or architecture. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Qualifications for GS-12 Specialized Experience: One year of specialized experience which includes preparing design and construction specifications; lead the administration of Architect and Engineering (A-E) contracts; and coordinating Design Quality Control/Quality Assurance (QA/QC) reviews for construction programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
