Summary You will serve as an INTERDISCIPLINARY PHYSICAL SCIENTIST/ OCEANOGRAPHER/ DATA SCIENTIST in the Department of the Naval Oceanographic Office, Oceanographic Department (NP3), Stennis Space Center of Mississippi. Responsibilities You will be responsible for preparing data and climatologies of physical oceanographic properties such as temperature, salinity, sound speed, currents, and tides in support of Navy and/or Maritime Homeland Defense requirements. You will be responsible for analyzing oceanographic data from multiple internal and external sources such as observational databases, numerical models, and literature. You will be responsible for developing, testing, evaluating, and documenting new methods, techniques, algorithms, and data sources for future requirements and capabilities. You will serve as Lead Oceanographer for field duties aboard oceanographic survey missions. You will be responsible for providing guidance and direction to lower grade personnel in the operation of equipment/ software tools and adherence to standard data handling procedures. You will be responsible for working with developers on data and visualization issues. You will be responsible for using various specialized software tools and industry standard Geographic Information System (GIS) technology to collect, process and analyze data. Requirements Conditions of Employment Qualifications GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience implementing the concepts, principles, and practices of oceanography and the marine environment to conduct scientific analysis. Experience utilizing knowledge computers, computer networks, scientific computing and scripting languages, and Geographical Information Systems (GIS) applications to support scientific computation of environmental climatologies, time series, probabilities, clustering, or other statistical analysis in automated batch processing. Experience integrating new technologies and capabilities into the collection, processing, or analyzing of oceanographic data. Experience assisting, consulting, testing, and debugging in the development and implementation of computer software used to collect, process, quality control, display, archive, and/or analyzing oceanographic data. Experience implementing computer programming and shell scripting languages (Fortran, C/C++, JAVA, Unix shell scripting), and various scientific visualization and applications packages (MATLAB, Python, GIS visualization software) and database scripting (i.e. SQL-bases, MySQL). GS-11 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing quality control of collected data from a variety of sources. Experience developing, constructing, maintaining, and upgrading data models, data bases, and environmental products for physical oceanographic parameters such as temperature, salinity, sound speed, currents, and tides in response to Navy and/or Maritime Homeland Defense requirements. Experience developing new mathematical algorithms to solve problems and to improve various analysis processes while utilizing Geographical Information Systems (GIS) applications. Experience preparing climatological data for oceanographic products and environmental assessments. Experience implementing physical oceanographic and navigation equipment such as CTD's XBT's ADCP's, echo sounders, GPS, and various optical instrumentations utilized during oceanographic field operations. General Physical Science Series, 1301 Oceanography Series 1360 Data Science Series 1560 Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: General Physical Science Series, 1301 Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. ***A transcript must be submitted with your application if qualifying using education. See Required Documents for additional information.*** Oceanography Series 1360 Basic Requirements: Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. or Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics. ***A transcript must be submitted with your application if qualifying using education. See Required Documents for additional information.*** Data Science Series 1560 Basic Requirements: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or 2. Unsteady and hazardous footing and injury from breaking and flying objects may occur. The employee is required to work over the side or over the stern of a ship launching oceanographic equipment under sometimes hazardous conditions. In-house, work is performed mostly in an office/ADP environment involving classified spaces and processes.
