INTERDISCIPLINARY SCIENTIST/ANALYST
Summary You will serve as an INTERDISCIPLINARY SCIENTIST/ANALYST in the PROCURMENT GROUP, STRATEGIC SUPPORT DEPT. of NAVAIRWARCENAC DIV. Responsibilities You will develop and prepare the Source Selection Plan to define the process for selection and specific procedures for conducting the evaluation. You will develop specific evaluation criteria that are to be used as basis for selection. You will develop the proposal information instructions for the Request for Proposals and coordinates the review by NAVAIR Departments of the scope and detail of data to be submitted in offerors’ proposals. You will review technical requirements to derive evaluation criteria and proposal instructions. You will coordinate with the Systems Engineer/Chief engineer to promulgate a specification that also provides a good standard for evaluation. You will prepare all aspects of the debriefing material, except for those of a contractual nature and participates in debriefings of unsuccessful offerors. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Evaluation of proposed R&D efforts, new technologies, and state-of-the-art advances, and lead directly to the selection of new designs for development, production and service use. 2.) Expert authority on the comparative assessment of aircraft/missile designs, avionics systems design and modifications, aircraft maintenance and support, products and services and on the proposal evaluation/source selection process. 3.) Source selection plans, evaluation criteria, and evaluation approach for assigned programs. 4.) Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: SERIES 1515: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. SERIES 1560: ???????Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
