Summary About the Position: Serves as a Senior Technical Lead within the Military Design Branch, providing technical and administrative management to both in-house and Architect-Engineer (A-E) contractor-designed projects for construction, maintenance, alteration, and repair, and for special projects or studies. Responsibilities Lead multidisciplinary engineering teams, composed of architects, engineers, geologists, environmental planners and safety professionals. Direct Architect-Engineering (A-E) resources. Serve as Design Manager at both the Program and Project level. Provide input (i.e. scope of tasks, schedules, cost estimates, quality control measures, etc.) to the Project Management Plan (PMP). Develop the Scope of Work for A-E and in-house projects based on input from other technical personnel and basic project information such as type and size of required installation, directives, feasibility studies, and liaison with pertinent contacts. Recommend selection of, negotiates with, and manages A-E contractors in support of assigned products. Solve, advise on, or evaluate complex project and design management problems. Reviews work by less experienced Technical Leads for accuracy and provides guidance. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes working on and/or leading design teams for Military and/or Interagency Support (ISS) Programs or interdisciplinary teams on large, complex, commercial, institutional or industrial building (vertical construction) projects in the private sector; experience as a senior architect or engineer; and experience planning, designing, and compiling construction documents for Military and/or IIS projects, or large scale, complex commercial, institutional or industrial building (vertical construction) projects in the private sector. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Selective Placement Factor: This position requires the possession of a current Professional Engineer (PE) or Registered Architect (RA) registration issued by any State in the United States, the District of Columbia, Guam, or Puerto Rico.
