Summary About the Position: This is an Interdisciplinary (Social Scientist/Economist/Geographer), GS-01XX-13 position for the U.S. Army Corps of Engineers (USACE) Southwestern Division Headquarters, located in Dallas, Texas. Responsibilities Provide technical and policy expertise on economics and social science matters for Civil Works water resources and related projects within Southwestern Division (SWD). Support, facilitate, and coordinate Civil Works planning program execution mission of the District within the Regional Business Center (RBC). Maintain situational awareness of regional and District projects and programs to facilitate sharing of best practices. Provide technical oversight and monitors the districts’ quality control programs for planning studies and activities, and related reports developed by other elements (e.g., engineering, operations, construction, and maintenance elements). Act or assist as SWD environmental justice coordinator in the monitoring of all Districts' implementation of environmental justice activities and evaluation from initiation studies through construction of the project. Identify planning education and training requirements; coordinates development of training with Division and district planning chiefs, HQUSACE, and other Federal agencies. Specialized Experience: One year of specialized experience which includes: 1) Performing water resources development planning studies; AND 2) Performing quality assurance or quality review of water resources planning documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Program Management Quality Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). In addition to meeting the specialized experience requirement above, to qualify for this position you must also meet the basic education requirement listed below: Education Basic Requirement for Social Scientist: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as in behavioral or social science, or a degree in a related discipline appropriate to the position. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. ***NOTE: You MUST provide a copy of your transcripts with your application package or you will be rated ineligible.*** Basic Requirement for Economist: A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. ***NOTE: You MUST provide a copy of your transcripts with your application package or you will be rated ineligible.*** Basic Requirement for Geographer: A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. ***NOTE: You MUST provide a copy of your transcripts with your application package or you will be rated ineligible.*** FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
