INTERDISCIPLINARY SUPERVISORY GENERAL ENGINEER/ARCHITECT
Summary You will serve as an INTERDISCIPLINARY SUPERVISORY GENERAL ENGINEER/ARCHITECT in the Planning, Design and Construction Directorate (PDC), Design Division (PDC4) at Naval Facilities Engineering Systems Command, Europe, Africa, Central (NAVFAC EURAFCENT), located in Capodichino, Naples, Italy. Responsibilities You will provide leadership and overall management and execution of the PDC design, facilities engineering, and project planning products and services. You will serve as the technical expert for all facilities design issues related to project design, facilities engineering, and construction for military construction projects for the Navy and other Supported Commands. You will provide advice and recommendations concerning architectural and engineering methods and systems as necessary to develop and coordinate projects for design, repair, alteration, improvement and or demolition. You will manage facilities and engineering services including designs, investigations, technical studies and professional engineering/architectural expertise. You will investigate and resolves problems for which existing guides or criteria are not fully applicable or for which little or no prior experience data exists. You will find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building and seek improvements to business practices. You will ensure Financial Information Pointers (FIP) are charged properly and that planned and actual labor is being accurately input and tracked in Maximo. You will brief higher-level management on engineering and architectural designs, objectives, technical decisions, and recommendations. You will provide expert consultation and advisory services on the full range of facilities engineering and design disciplines to Fleet Commander, major claimants, and all naval activities in the EURAFCENT area. Requirements Conditions of Employment Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Do you have a current Registration as a professional engineer or architect? Registration must be in a U.S. state, District of Columbia, the Commonwealth of Puerto Rico or U.S. territory. For the 801 (Engineering) Series: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above). OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For the 808 (Architecture) Series: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: You must have a bachelor's or higher degree in architecture. OR You must have a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR You must have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree in either architecture or architectural engineering cover's function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. OR You must have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that I have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required). In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying expertise in advanced engineering or architecture theories, principles and concepts to coordinate with high level DoD officials on program and financial management issues. 2) Facilitating the development of multi-million-dollar projects to accomplish the goals of a design program; 3) Managing projects to accomplish high-quality, on time, and adequate work in support of either contract or in-house goals; and 4) Developing new product line product and service strategies to be in compliance with the requirements of various regulatory agencies. WORK ENVIRONMENT: Work is performed primarily in an office setting. Travel to CONUS and OCONUS activities for assigned projects is required. There are occasional site visits, and exposures to conditions in buildings and facilities that are under construction. Travel under demanding conditions in support of military operations is also occasionally required. Security Clearance: Noncritical Sensitive - SECRET Access Positions: The incumbent must be eligible to occupy a Noncritical Sensitive Position. Access to U.S. National Security Classified Information is required at the SECRET level, and the incumbent must be able to obtain and maintain a SECRET security clearance based on a T3 or T3R Personnel Security Investigation (PSI) in the performance of the duties of this position, every 10 years. Defense Acquisition Workforce Improvement Act (DAWIA): This is a Defense Acquisition Workforce position that requires an Engineering and Technical Management, Foundational acquisition certification. The incumbent has 24 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 6000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.
