Interim Subcontract Manager

PCSI is looking for an Interim Subcontract Manager!  The Subcontract Manager handles all subcontracts by reviewing agreements, tracking project milestones, and ensuring completion dates align with the overall scope of work. This role acts as a support mechanism for a team of facility maintenance Superintendents and coordinates communication between internal maintenance shops, subcontractors, and the customer.

This is an interim position to meet contract needs during a leave of absence.

What You'll Do as Interim Subcontract Manager:

Maintain quality control schedules, data and information flow; conduct comprehensive inspections to check for completion of work to contract specifications; provide recommendations for action or procedural revisions where standards are not met. Work in conjunction with Quality Control Manager (QCM) and Production Clerk to prepare reports, findings and evaluations of quality control inspections; complete quality control inspection checklist and submit discrepancies to sub-contractor for correction; conduct follow-up inspections. Supervise Total Facilities Management personnel including Superintendents, Production Control Clerk, Data Entry Clerks, General Maintenance Workers and Supervisors. Provide direction and supervision to assigned staff members. Develop performance indicators, outcome measures and appropriate methods of evaluating achievement; provide feedback on performance appraisal; manage the development and training of staff. Review and update regulatory and compliance policies as needed; report quality control processes and policy development to Assistant Project Manager/Project Manager. Conduct subcontractor orientation; provide training for new and existing contractors on proper procedures and other essential information specified by contract to include but not limited to pre-employment; quarterly development; annual radiation, fire, inspection control, asbestos awareness, and elevator operator training. Prepare and present during Town Hall Meetings and Government Partnering Meetings Maintain close working relationship with each organization to ensure that all manufacturer’s recommendations of preventive maintenance, testing, and repair are in full compliance. Submittal of weekly comprehensive report derived from documentation obtained from each subcontractor that establishes full compliance of contract. Adhere to the company rules, technical procedures, and safety policies as may be communicated verbally or in writing.

What You'll Need to Be Successful:

Bachelor’s degree in a business-related field or equivalent work-related experience required. 2-4 years’ experience managing or supervising employees required. Technical knowledge of a variety of mechanical, electrical, and plumbing systems required. 1-2 years of public sector (school, hospital, etc.) related experience preferred. Government contract experience preferred. Experience in an environment that includes workers with disabilities preferred. Demonstrated experience with work order management process system (Maximo) preferred. Demonstrated experience using RS Means cost estimating preferred. Experience working with labor unions preferred.

Knowledge, Skills and Abilities:

Comprehensive knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), and Cost Accounting Standards (CAS). Thorough knowledge of support service procedures, systems, equipment, and safety practices. Knowledge in generating new lines of business. Knowledge of PC functions and software, including Microsoft Office with an emphasis on Excel. Effective verbal and written communication skills. Extensive analytical and problem-solving skills. Ability to work independently with minimal supervision. Ability to establish and maintain effective working relationships with co-workers, hospital staff, and government officials. Ability to direct the work of others and willingness to exert disciplinary action as needed. Ability to adhere to contract requirements and company policies, safety and health rules and regulations. Ability to read, write, speak and understand the English language.

Other Requirements:

Ability to pass criminal, drug, and driving screening. Ability to be exposed to various dirt, debris, and odors. Subject to hazards associated with working in a health care environment that may cause personal harm; diseases, cuts, bruises, burns, common colds, influenza, dust, odors and elevated noise levels. May be required to work in aseptic areas and be exposed to various chemicals and infectious disease. Ability to work any time or day of the week, including weekends and holidays. Possess a valid driver’s license and maintain good driving record. If required, ability to obtain and maintain security clearance and base access to assigned site(s).
