Provides basic to intermediate auditing skills in conducting audits of DART's various functions and activities. The audit process prescribes a risk-based approach. Engages in proactive participation in system and process projects as a control consultant.Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Conducts or works on assigned audits of various DART departments or external contractors.Executes simple to moderately complex audits in a professional and timely manner in accordance with appropriate professional auditing standards and prescribed Internal Audit departmental policies.Carry out assignments with adequate supervision. You may work with coaching from an Auditor III or IV or conduct simple, low-risk audits individually.Evaluate the adequacy and effectiveness of controls surrounding the activities under audit and determine compliance with all applicable DART policies and procedures.Prepares working papers of a quality acceptable to audit department management and the Institute of Internal Auditors (IIA) standards. The work papers will be used to support the work performed, draw conclusions, and include findings and recommendations in the audit report.With guidance, may write simple audit programs, develop findings with adequate evidence, make recommendations for improvements, and write simple audit reports.Assists in investigating alleged theft, misuse of funds, or other defalcations to establish how they occurred, the extent of loss, and means of prevention.Performs other related duties as assigned.MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums, excluding High School Diploma, GED, Licenses, or Certifications.
Bachelor's degree from an accredited college or university in Accounting, Business Administration, or related area.Two (2) years experience in an internal audit, public accounting, or related environment to include familiarity with internal control concepts.Possesses some knowledge of rules and regulations governing multi-modal public transit agencies, including FTA, Federal/State Transportation Departments, Public Safety, Procurement and Contracting, Human Resources practices, Public Funding, and Finance (not inclusive).Ability to meet the expectations and requirements of internal and external customers.Ability to write clearly and succinctly in a variety of communication settings and styles; can get messages across that have the desired effect.Ability to use rigorous logic and methods to solve difficult problems with effective solutions.Ability to use resources effectively and efficiently.Ability to learn from those who have been there before; easy to challenge and develop; is comfortably coachable.Ability to demonstrate a fiduciary obligation to a section, division, or department in handling materials and information of a confidential nature.Valid Texas driver's license as required by law and not have any delinquent traffic citations, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI conviction on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART vehicles.WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
