Internal Controls Coordinator

The Department of Developmental Services (DDS) has an immediate opening for an Internal Controls Coordinator. The selected candidate will work under the direction of the Assistant Director of Internal Controls and sit in the Bureau of Program Integrity (BPI).

The incumbent will monitor, develop, and support the department's internal controls and fiscal practices. This individual will conduct reviews of provider agencies' client funds procedures and contracted services provision, assess risks, and recommend improvements in departmental procedures and transactions. The Internal Controls Coordinator will also support information technology (I.T.) infrastructure projects and serve as a liaison between field staff and BPI.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

Conducts administrative reviews and develops action plans in response to allegations of fraud and/or financial abuse of service recipients.Serves as liaison between field staff and the Bureau of Program Integrity; Communicates Bureau initiatives to the field and relays concerns, initiatives, and suggestions to the Bureau management team.Designs and conducts contract administration reviews of provider agencies’ service provision and billing.Supports the department in implementing SNAP by ensuring compliance with all established policies and procedures and providing support and assistance.Works closely with area, regional and central office staff around flexible purchases through the self-direction and family support programs.Provides project management support for I.T. projects which will provide essential infrastructure for the department.Provides technical assistance, supports, and training with systems and applications such as Access, Excel, databases etc., to ensure the most accurate and efficient information is collected and maintained for compliance and tracking purposes.Aggregates, organizes, and analyzes data to support the Bureau of Program Integrity's work in monitoring DDS operations for effectiveness, fraud risk and procedural fidelity.The Program Coordinator III (PC III) will be assigned other duties/ oversight projects as needed.

Required Qualifications

Excellent written and verbal communication skills.Ability to exercise sound judgment, attention to detail, and adaptability while maintaining a hands-on and proactive approach.Must have excellent computer skills with proficient usage of existing databases and the ability to create new ones.Must be able to enter, coordinate, collect and analyze large amounts of data so that recommendations can be made to the senior leadership team.Expertise in MS Access and Excel, as well as developing graphs, charts, reports, and tables, is also required.Strong budgeting and finance skills; capacity to retrieve data from outside sources and manage data appropriately.Demonstrated ability to write clearly and concisely, express thoughts clearly and develop ideas in a logical sequence, and ability to assemble items of information in accordance with established procedures.Proven organizational and prioritizing skills; Knowledge of the methods of general report writing.
- Ability to work in a team setting and in group situations.In depth knowledge and adherence to the techniques used in evaluating corrective measures and reporting compliance to policies and regulations.Capacity to maintain a high level of confidentially.

Preferred Qualifications

Three (3) years of experience in business administration, business management or public administration.Familiarity with the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities.Knowledge of DDS regulations, principles, and mission. The terminology and abbreviation.Demonstrated knowledge of organizational structure and functions of the assigned agency.Skilled in presenting self in a favorable way to reflect the agency and profession.
