Northrop Grumman’s Defense Systems Technology and Strategy organization is seeking an experienced and results-driven International Industrial Engagement and Offset Manager 2. This position will be responsible for managing industrial engagement and offset activities at the sector level, with a focus on supporting division and capture teams in the development of offset strategies and plans. The ideal candidate will have strong expertise in international business development, industrial partnerships, and offset requirements within the aerospace and defense industry. This role will be located in McLean, VA.
This position will contribute to the development and execution of critical offset strategies, engage with cross-functional teams, and help shape the future of Northrop Grumman’s global operations.
Key Responsibilities:
Offset Strategy Development: Support the identification of synergies and opportunities across programs, divisions, and sectors to fulfill offset obligations. Provide strategic guidance to ensure compliance with industrial engagement and offset (IE/O) activities.Liaison for Corporate Initiatives: Act as a key liaison for corporate offset initiatives and serve as the primary point of contact for international industrial engagement activities.Policy Management: Oversee and manage the Sector Industrial Engagement and Offset policies, ensuring compliance with all internal and external processes.Data Management & Reporting: Develop and maintain dashboards, reports, charts, pivot tables, and other tools to track and manage the offset pipeline, forecast, and projects in development. Assess the sector’s IE/Offset pipeline and provide recommendations for optimization.Market and Competitor Analysis: Conduct thorough market analysis to support IE/O strategy development, including customer, region, and competition assessments.Capture Team Guidance: Provide expert guidance to capture teams on developing and assessing IE/O strategies, including pricing considerations.Training & Development: Lead and provide training on IE/O processes, policies, and best practices to internal stakeholders.Sector IE Working Group Leadership: Lead the Sector Industrial Engagement (IE) Working Group, ensuring smooth communication and coordination across teams and functions.Basic Qualifications:
Bachelor’s degree with 10+ years of relevant experience or Master’s degree with 8+ years of relevant experience in international business development, industrial engagement, or related fields.Strong understanding of industrial partnerships, offset requirements, and offset strategies within the aerospace and defense industry.Proven ability to assess offset strategies, develop and manage offset pipeline reports, and provide actionable insights.Demonstrated experience in developing direct and indirect offset opportunities, navigating internal and external offset policies, and supporting international business development efforts.Ability to obtain and maintain a Secret clearanceTravel up to 25% is requiredDesired Qualifications:
Experience negotiating offset projects with foreign offset authorities and external partners.Proven track record of working with cross-functional teams on offset project development and execution.Ability to think creatively and strategically about developing new and innovative offset opportunities.In-depth knowledge of the aerospace and defense industry, with specific focus on Northrop Grumman’s Business Acquisition Process (BAP).Strong leadership and communication skills, with the ability to influence and guideSalary Range: $138,100.00 - $207,100.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
