Summary The primary purpose of this position is to serve as an Inventory Management Specialist, providing security, storage, inventory control and stockpile oversight of all assigned supplies, equipment, consumables, and munitions for the 66th Air Base Group and other customers as identified by allowances, authorizations, storage agreements, hosts tenant support agreements, and memorandum. Responsibilities Serves as control point for effective inventory control programs for supply, equipment management, and individual protective equipment (IPE). Responsible for centralized execution of inventory functions for the Accountable Property Officer (APO) per materiel management and inventory policies. Validates reconciliations of record balances conducted by technicians within Integrated Logistics Solution-Supply (ILS-S) and Defense Property Accountability System (DPAS) inventory balances. Utilizes the Theater Integrated Combat Munitions System (TICMS) to requisition operational and training munitions as directed by the Munitions Accountable Systems Officer (MASO). Manages munitions, equipment accountability element, and Individual Protective Equipment (IPE) inspection programs. Performs duties as inventory management specialist for materiel management operations and is responsible for verifying identity, security classification, condition (as certified by maintenance inspectors), status, markings, tagging, and labeling of property at AF activities. Performs causative research on supply, equipment, and IPE inventory discrepancies and determines appropriate resolution, employee problems typically encountered requiring extensive research, possible reconstruction of complex transaction histories, and initiates contacts with any person or office with knowledge of supplies, equipment, and IPE both internal and external to the organization. Takes appropriate action to investigate and correct discrepancies, recording errors, or errors in proper identification of supply assets and equipment. Complies data and prepares semiannual Supply Discrepancy Report (SDR) report for submission to HQ AFMC. Manages document control program and ensures accountable/auditable documents are properly filed IAW AF Materiel Management policies and established records disposition schedule. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience completing recurring supply assignments, operations, or procedures in providing services and resolving problems of a procedural nature in supply operations, planning, or inventory management. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successful completion of a Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations specialized experience as described above and graduate level education as described above. (only graduate level education beyond the first year is creditable in the combination). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of supply regulations, policies, procedures, functions, techniques, and methods applicable to the requisition process, inventory management, and data system. 2. Practical knowledge of a wide range of well-established and commonly applied supply management data processing and requirements for supply and equipment procurement transactions in applicable automated supply system, and in-depth knowledge of related systems functionality. 3. Skill in performing recurring supply assignments, operations, or procedures in providing services and resolving problems of a procedural nature in supply operations, planning, or program management. 4. Ability to read, interpret, and apply applicable reference material, such as spares procurement regulations, manuals, catalogs, records, requisitions, etc., to accomplish tasks and resolve complex system related problems/issues. 5. Ability to receive, screen, review, compile, and organize supply data and prepare supply and munitions documents. 6. Ability to communicate and provide advice in terms of oral and written recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
