Summary This position is located within the Office of Security and Hazardous Materials Safety (ASH) and may be assigned to a geographical location under the purview of the Office of Investigations. The mission of ASH is to ensure aviation safety, support national security, and promote an efficient airspace system through the development and administration of policies and programs. Responsibilities The incumbent serves as an Investigations Analyst within the Insider Threat Detection and Mitigation Branch (ITDMB) (AXI-320). The incumbent works under the supervision of the ITDMP Manager while independently performing tasks and assignments related to Insider Threat with minimal technical supervision or oversight. Resolves most problems independently, but consults with the Manager when existing guidelines are not available or applicable to unusual or complex situations. Supports the implementation of the ITDMB and execution of all Insider Threat policies. The incumbent applies experience and advanced technical knowledge of investigations to include collecting, analyzing, correlating, interpreting, and evaluating data related to Insider Threat activities. Typical duties include but are not limited to: Analyzes and assesses lone and aggregated information provided to the Insider Threat Hub and directs the appropriate response actions to mitigate insider threat concerns in accordance with Executive Order 13587, the National Policy, DOT and FAA policies and orders. Analyzes information and alerts; makes recommendations to the Insider Threat Working Group to mitigate potential insider threat issues. Operates technical analysis tools across all network systems in accordance with applicable procedures, adhering to legal and privacy guidelines. Maintains cognizance of other departmental Insider Threat programs and identifies tools and techniques to enhance FAA’s program. Collaborates across FAA Lines of Business to identify new data sources for analysis by the Hub that may point to insider threat activities. Researches, assesses, and establishes new and existing plans, policies, and procedures concerning insider threat mitigation processes. Manages the assessment tracking system and conduct case management activities. Conducts research and analysis through the use of various analytic tools, including open-source information. Monitors strategic information and programs designed to fill the informational gaps in existing strategic information; drafts appropriate reports to address needs, and assist in disseminating the information throughout the FAA. Identifies strengths and gaps in the FAA’s ITDMP, develops and coordinates new or revised policies and procedures to correct deficiencies and/or address challenges. Conducts self-assessments of the ITDMP in accordance with established policies. Represents FAA through liaison activities with the Insider Threat community and other government entities to ensure that FAA remains aware of the latest threats from adversaries and other current strategic information and intelligence affecting the agency. Coordinates internal sharing and analysis of pertinent information and intelligence among internal program offices and organizations and external relationships with the intelligence community. Conducts formal and informal training on insider threat and national security information. Provides program briefings to internal stakeholders and external agencies. Demonstrates and ensures proper document marking, safeguarding of protected information, use of personnel access controls, handling of need to know criteria, and appropriate physical storage. Contacts are internal and external. May act as a point of contact to provide advice/guidance on processes and the application of FAA policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally. Prepares and conducts briefings and presentations to management, employee and other external customers. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for the employee to select the most appropriate approach(es) or develop new approaches. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Performs other duties as assigned. To qualify for this position at the I-band: you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H / FG/GS-10/11/12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Demonstrated experience working in or with an Insider Threat Hub, supporting a wide variety of matters of extreme sensitivity, scope,and complexity; evaluating allegations and analyzing evidence; utilizing technical tools (e.g., user activity monitoring and/or user behavior analytics tools) and platforms for analysis; preparing reports; and making recommendations.
