Types of Investigative experience that could be considered qualifying: experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications. Examples of non-qualifying experience include but are not limited to: experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement.*An associate degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for two years of specialized experience. *A bachelor's degree or higher in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for four years of specialized experience.Permanent transfer candidates: Current New York State employee with permanent or contingent-permanent competitive status as an Investigator 1, G14, OR New York State employees with one year of more of permanent or contingent-permanent, competitive service in a title at or above a Grade 14 and eligible to transfer under Section 70.1 of the NYS Civil Service Law. Preferred Qualifications: The preferred candidate will have experience in conducting interviews and obtaining sworn statements from investigative targets and other witnesses, collecting and processing evidence, documenting investigative findings by writing narrative reports, testifying at administrative and criminal proceedings. Strong interpersonal, written and verbal skills, experience with Word, other Microsoft Office programs, and e-mail. Duties Description The Division of Nutrition's Bureau of Special Investigations (BSI) is dedicated to ensuring the program integrity of the State and federal supplemental nutrition programs administered by the Division. BSI's mission is to minimize waste, fraud and abuse through prevention, detection, investigation, and prosecution of those who abuse and defraud the programs under its purview. BSI utilizes covert and overt investigations, including the use of data analytics to identify potential fraud. BSI is also responsible for advising program leadership on improving internal controls. Under the general direction of an Investigator 2 or other higher-level staff, the Investigator 1 will independently perform investigative activities to gather information and evidence, prepare written reports of findings, coordinate interviews and other evidence into case file, complete investigation report, evaluate investigation and make recommendations. Investigations generally focus on vendors or individuals that are suspected of violating clearly defined rules, regulations, or laws. The Investigator 1 may also assist in assuring compliance with program requirements, including undercover activities.
