The Internal Review and Prevention (IRP) Investigator plans, conducts and oversees confidential investigations related to alleged violations of ORR Staff Code of conduct, other incidents related to staff to child misconduct, other incidents involving misconduct and/or alleged violations of applicable laws/regulations. The IRP Investigator prepares investigation reports and presents findings and recommendations to key stakeholders. The IRP Investigator maintains a flexible work schedule that may include evenings, weekends and holidays.
Essential Functions: Is knowledgeable of the following standards and regulations:Interim Final Rule 411 Standards on Standards to Prevent, Detect, and Respond to Sexual Abuse and Sexual Harassment Involving Unaccompanied ChildrenORR Section 4: Preventing, Detecting, and Responding to Sexual Abuse and Sexual Harassment.ORR Section 5: Reporting Emergencies, Significant Incidents, and Program-Level EventsSouthwest Key IRP Department Policies related to Preventing, Detecting, and Responding.Southwest Key Programs related to reporting and significant incidentBe familiar with State Licensing Standards in respective StateBe familiar with other applicable Federal, State and Local laws and regulations. Conduct detailed administrative investigations of simple and complex cases related to staff to child misconduct or other assigned reports in a prompt and thorough manner with integrity and while maintaining clear lines of communication. Use deductive reasoning and analysis to make informed decisions and to make recommendations for remediation.Collect, analyze, and preserve evidence or other relevant documents.Follow up with external investigating agencies to obtain case disposition and/or clearance to proceed with internal investigation and/or internal actions.Write detailed case reports, file and maintain records.Coordinate and collaborate investigation efforts with appropriate parties (i.e., program management, persons to be interviewed, other stakeholders such as Executive Management, HR, Legal Dept., Compliance Dept. and Hotline Complaint Manager.) as required.Participate in continuous training and development, as required.Maintain strict confidentiality regarding content of internal investigations. Qualifications and Requirements: Bachelor's degree in public or human services, social work, criminal justice, human resources or related fieldMinimum two years’ investigation experience or equivalent experienceAdditional certification may be required.Bi-lingual in English and Spanish strongly preferred. Proficiency in Microsoft Office 365 Suite, database navigation, remote communication, and work technology. Excellent skills in critical thinking, problem-solving skills, deductive reasoning, listening and social perceptiveness.Excellent oral and written communication skills. Excellent organizational skills, with strong attention to detail. Ability to work irregular hours and over weekends and holidays.Ability to travel. Physical Demands:Must be able to read, write, and communicate both verbally and in written form to express and exchange ideas. While performing the responsibilities of this job, the employee must be able to access all components of the workstation and other office equipment. Frequent typing, writing, bending and twisting. Must be able to lift up to 10 pounds.
Work Environment:General office environment with moderate noise. This position is mostly sedentary, involves sitting most of the time, but may involve walking or standing for brief periods. A busy environment with many unscheduled interruptions. Frequent computer use at workstation for extended periods. Public contact position requiring appropriate business apparel. Some travel required.
