Job Summary This position is responsible for managing an Enterprise Data Warehouse (EDW) team comprised of a supervisor and staff, including Data Architects, Data Engineers, Database Developers, and other roles. This position may focus in one of the following areas: Architecture/Build/Integration : Evaluates, builds, and implements new capabilities that deliver a modern, reliable, and scalable analytics ecosystem. Maintains oversight over technical choices, development of software code, EDW configuration, and infrastructure set up. Supports the EDW Operations team in resolution of critical EDW issues. Plans and executes regular additions to EDW data sources and analytics capabilities as per roadmap. Leads the continued transition of EDW to cloud architecture and support non-EDW teams beginning their cloud transition. Operations : Evaluates and implements new capabilities for data quality, data sharing, and EDW monitoring, as well as maintaining applications used by various analytic teams. Maintains oversight over technical choices, development of software code, EDW monitoring, and application and infrastructure set up. Oversees any production issues related to EDW and related applications and components and provide support in resolution of critical EDW-related issues. Plans and executes regular additions to EDW data feeds, monitoring, quality, and monitoring as per roadmap. Essential Responsibilities Operational Planning and Oversight + Participates in long-term systems architecture planning specifically to take advantage of new cloud technologies, to resolve challenges encountered today and to set up system for scale to handle future volumes. + Develops 18 to 24 month EDW roadmap in consultation with appropriate stakeholders. + Plans and executes regular releases/upgrades as per agreed roadmap. + Implements changes to EDW to support enterprise project requirements. + Maintains visibility into roadmaps for Snowflake and Azure products such as Data Factory, Functions, Data Lake/Blob/FTP, Logic Apps, and appropriately adjust roadmaps, plans, and priorities to maintain low technical debt. + Develops resource and capacity plans for unit’s direction and roadmaps. + Manages and oversees the operations and performance of all areas of responsibility to ensure organizational effectiveness. + Works collaboratively with other teams with-in Information Systems and Business Intelligence (ISBI) to provide expertise, support and capacity to solve larger cross team challenges or to facilitate resolution of intermittent issues or to support processes spanning multiple teams. + Incorporates best practices for design, architecture, development, and support. + Develops and maintains strong relationships with stakeholders in other business units and peers in ISBI and collaborate effectively with these groups. + Communicates plans and intentions clearly to ISBI and non-ISBI groups. Technical / Operational Leadership + Leads the execution of strategic initiatives, plans, and goals and advises organizational vision and goals. + Provides continuous evaluation of CareOregon’s EDW in support of scale, agility, and stability to meet existing and emergent organizational needs. + Establishes and oversees vendor resources engaged in providing additional EDW development, quality assurance, and production support capabilities. + Refines business and systems requirements for new information technologies in support of application rationalization and modernization. + Develops, monitors, and reports on KPIs, metrics and SLAs across the team. + Leads innovation, process reviews, and improvement efforts; improves processes and procedures to ensure compliance with regulatory bodies and statutes, including HIPPA standards for PHI protection and transmission. + Promotes ISBI programs and staff across the organization through regular and transparent reporting, as well as publishing of short and long-term workplans. + Provides operational leadership of ISBI teams in recommending, developing, and implementing internal and third-party solutions. + Exercises sound business and technical judgement in making effective technical decisions for EDW design and architecture. + Ensures compliance with internal auditing, HIPAA, and other federal regulations. + Ensures technical documentation is established and maintained for EDW and related components and processes. Project Management and Participation + Plans, organizes, manages, and monitors work across the team. + Acts as project manager for projects related to EDW improvements. + Develops plans and processes for routine operational projects such as new vendor feeds and new application integrations with EDW; engages with the Enterprise Project Management Office for large, complex projects. + Partners and when needed leads with other ISBI leaders in support of project management, release management, change management and incident management. + Ensures project deliverables are met according to quality control schedules and standards. + Utilizes ServiceNow or other agreed tool for managing resources, work plans and commitments. Relationship Management + Leads effective communication system for work groups, ensuring a collaborative culture. + Builds and ensures effective relationships across internal teams and external organizations for current or future integration. + Partners with internal leaders and managers in identifying improvement plans and processes. + Develops and maintains knowledge of CareOregon’s critical functions in support of our members and patients; collaborates with stakeholders to understand informational requirements to support department goals. + Represents CareOregon within and outside the organization, providing productive leadership presence and effectiveness. + Establishes and maintains cooperative, productive working relationships with internal/external customers. + Works collaboratively to resolve complex system and/or claims problems and assist internal and external user departments as required.
