The Florida Department of Transportation’s Office of Inspector General is seeking a talented professional to join our team in Tallahassee. This position will report to the Performance and Information Technology Audit Unit. The role involves supervising IT Audit staff and conducting Information Technology Resource compliance reviews, utilizing computer forensic techniques to support investigations and audits. Your duties and responsibilities in this role will be to:
Supervises, coordinates, and conducts Information Technology Audits involving the assessment of management and systems controls, cyber-security, operation systems, and software. Monitor’s compliance of work products with appropriate professional audit standards. Trains staff in tools and methods for performing effective and efficient audits, reviews, and special projects. Motivates staff to improve quality and quantity of work performed and evaluates staff performance according to professional standards and performance criteria. As authorized in Section 20.055(5)(c), Florida Statutes, the position incumbent shall have access to any records, data, and other information of the state agency (including confidential and exempt data) necessary to carry out the duties of this position. Maintains current knowledge and proficiency in information technology and data analysis techniques. Supervises and coordinates the Office of Inspector Generals (OIG) data mining efforts and serves as a resource for data extraction and analysis. Uses computer assisted auditing tools and techniques, such as databases, queries, macros and formulas, to facilitate data extraction and analysis, as well as identify routine monitoring opportunities.
Coordinates and conducts defensible data acquisition and analysis using appropriate evidence and computer forensic techniques. Supports the Office of Inspector General’s Computer Security Incident Response Team responsibilities. Conducts information technology reviews of security incidents. Analyzes supporting evidence, draws logical conclusions and develops appropriate findings and recommendations. Maintains the Office of Inspector General Information Technology Laboratory in operating order and makes recommendations for process, technical and hardware improvements. Maintains current knowledge and proficiency in information technology and computer forensic techniques.
Supervises the training and mentors of the OIG staff on data extraction and analysis techniques in support of assignments. Develops and maintains necessary office procedures to identify, capture, download, and analyze data in a useful format.
Knowledge, Skills, and Abilities
+ Knowledge of the American Institute of Certified Public Accountants Generally Accepted Auditing Standards, United States Government Accountability Office’s Government Auditing Standards, Institute of Internal Auditor’s Professional Practices Framework, The Association of Inspector s’ General Principles and Standards for Offices of Inspector General, and the Information Systems Audit and Control Association’s Standards , Guidelines and Procedures
+ Knowledge of financial, compliance, and operational auditing best practices, skills, and techniques
+ Knowledge of information systems technology such as mainframe and personal computers platforms, databases, word processing, electronic spreadsheets, and graphic presentation software
+ Knowledge of the methods of compiling, reviewing, and analyzing performance, operational, and financial data
+ Ability to develop new insights into audits and apply audit and management best practices to make organizational improvements
+ Ability to understand, interpret, and appropriately apply laws, rules, regulations, policies, and procedures
+ Ability to access compliance, accountability of assets and the reliability of performance and accounting procedures within an organization
+ Ability to analyze problems using sound reasoning to identify solutions and distinguish between relevant and irrelevant information
+ Ability to plan, organize and monitor work assignments to accomplish goals
