The MNIT DOC team runs many unique applications that manage the information and security of the department, supporting 4,500 employees across 11 prisons and 50 field offices located throughout the state

As an IT Business Analyst with Minnesota IT Services (MNIT) and the Department of Corrections (DOC), you will join a team of business analysts within the Project Management Office (PMO), which supports the information technology needs of the DOC. On your assigned project teams, you will act as a liaison between stakeholders to understand the structure, policies, and operations of the organization. You will document and recommend technology solutions to ensure project success and help meet organizational goals. You will work directly with information systems which support the department’s operations and contribute to the mission of the DOC of “Transforming Lives for a Safer Minnesota”.
Your responsibilities will include:
+ Participating in requirements gathering sessions to analyze, define, and document business processes, software requirements, and data management systems.
+ Collaborating with development team members on the development, testing, deployment, and adoption of solutions.
+ Communicating with system users about changes and implementation plans.
+ Facilitating meetings between technical teams and business stakeholders to ensure clear understanding of needs and constraints.
+ Creating and maintaining project documentation to support knowledge transfer and system maintenance.
+ Analyzing current processes to identify improvement opportunities and recommend innovative solutions.
+ You will also practice business analysis planning, elicitation, requirements management, enterprise analysis, and solution assessment using industry best practices.
**This position is currently eligible for full-time telework:**
+ Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

Position requires a minimum of three (3) years of experience performing IT business analysis functions.
Experience must include:
+ Business analysis activities throughout the Software Development Lifecycle (SDLC), including requirements planning, elicitation, and documentation, design validation, test case development, and implementation support across various development methodologies.
+ Eliciting and analyzing business requirements through stakeholder interviews, workshops, and other techniques.
+ Proficiency in creating and maintaining comprehensive technical documentation including detailed requirements specifications, process flows, user guides, and other artifacts to support system implementation and knowledge transfer.
+ Facilitating collaboration among diverse stakeholder groups, acting as a liaison between technical, business, and management stakeholders to identify, analyze, and solve complex business problems.
+ Experience with various business analysis techniques and methodologies, such as business process modeling, root cause analysis, gap analysis, and use case modeling.
+ Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
+ Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
**Preferred Qualifications**
+ Advanced negotiation and facilitation skills, including the ability to build consensus among stakeholders with competing priorities, navigate complex organizational dynamics, and help drive decision-making on highly complex and sometimes very sensitive issues.
+ Demonstrated ability to take ownership of tasks and operate with a level of autonomy, while collaborating effectively with team lead and supervisor.
+ Capacity to rapidly acquire new knowledge and apply it effectively to achieve successful outcomes.
+ Able to apply both logical and systems thinking when developing solution alternatives, evaluating their potential impacts on both technical systems and broader operational environments.
+ Scrum master or project management experience, including the ability to create and manage a work plan, to identify, articulate, and manage project risks, and to manage a schedule effectively to ensure on time delivery of work products.
+ Experience working across diverse technology environments, including custom-developed applications, and implementation of Commercial Off-The-Shelf (COTS) products, and Software-as-a-Service (SaaS) solutions.
**Physical Requirements**
May require occasional moving/lifting devices such as desktops, monitors, laptops, teleconferencing equipment, and miscellaneous equipment from multiple locations, lifting devices up onto storage shelves above head (40 lbs.) and being able to gain access under desks (crawl).
