Job Description:

Unemployment Insurance is a  program operated by the District of Columbia to pay benefits to workers’ who are unemployment through no fault of their won, who are ready, willing, and able to work, and who are otherwise eligible for benefits. 

 

Responsibilities:

Position will perform system analysis of existing system and document the processes occurring in Mainframe environment.. Position requires extensive knowledge of IBM z/OS operating system. Must be able to provide technical analysis and direction.

 

The contractor will be responsible for fixing discrepancies in the Benefit Accuracy Measurement (BAM) system in legacy mainframe. The contractor will be responsible for fixing all DCA monetary sample and Paid Claims Key Week date discrepancies currently in DOES’s BAM COBOL programs.  All fixes must be completed and pushed into production within 9 months of contractor’s start date.  In addition, the contractor will assist DOES staff and DOES vendors to identify any issues in the algorithm for BAM population inclusions. The contractor must refer to DOL’s ETA 395 5th Edition Handbook for BAM Sample algorithm and technical specifications of the mainframe program. The contractor must fix, test and push into production upon approval from DOES. Only records that meet the definition for inclusion in one of the four BAM populations -- UI benefits, monetary denials, separation denials, and nonmonetary non-separation denials -- should be included in the UI transactions file. The contractor must follow all DOES Mainframe and Information Technology Protocol for work performed at DOES.

 

Responsible to work on the UI Modernization - Tax DUTAS and DOCS system for all the mainframe activities.

 

UI Data migration/extraction for the existing production data,  setup jobs to extract data and dump in central location. Responsible for maintaining the mainframe tax inventories, Internal & external interfaces of the tax system and data description for the existing system files in the mainframe system.

 

Tax system- work on the day-to-day activity to support the UI tax system and involve in all relevant activities to supply the reports and files to different users and stakeholders.

 

NCOA address validation and update addresses in DUTAS & ESPP which is a half -yearly activity. Work on Quarterly Contribution rates for the Employers as requested. Label printing for the rightsizing of tax records.

 

Work on the Railroad retirement board process tasks. Preparation of  various daily/monthly / quarterly Rate reports and various other tax related activities since May 2016.
