About Indiana Department of Environmental Management:
Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.
Role Overview:
Plan, direct, and coordinate the development, implementation, deployment, and operation of information systems and technology solutions for agency needs. Identify and propose new information technologies and systems to improve agency processes and decision making. Work with agency leadership to establish the strategic direction of the agency's information systems as well as executing the strategy. Maintain a professional, technical, and administrative staff capable of meeting current and future needs. Plan, direct, and coordinate activities of a customer service oriented team.
Salary Statement:
The salary for this position traditionally starts at $107,302.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
+ Establish current and long-range technology goals in accordance with the agency mission.
+ Participate or lead discussions in the development of agency policy and planning for the future.
+ Sets policies and procedures, technical standards and methods and priorities for information systems activities.
+ Act as a liaison between information systems and other functions of the agency.
+ Directly supervise or provide functional direction to Deputy Information Technology Director(s), function manager(s), supervisor(s) and other information technology staff.
+ Dispense technical advice, guidance, direction, and authorization to carry out major plans and procedures.
+ Analyze new technologies and makes recommendations to agency executives.
+ Represent the agency’s information technology division at events and meetings that are within and outside of state government.
+ Participate in the budgeting process with agency executives for the information technology division.
+ Participate in overall planning for the agency bringing current knowledge and future vision of technology systems as related to the agency’s operations.
+ Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
+ Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.
+ Some essential functions of this position may be performed onsite at the agency’s worksite or other assigned worksites while some essential functions of this position may be eligible for work from home authorization in accordance with policy. Remote work authorization is not automatic and is dependent upon operational needs and agency approval.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
You must meet the following requirements to be considered for employment:
+ Broad knowledge of all information technology disciplines and general business theory.
+ Thorough knowledge of the organization and management of the state agency’s operations.
+ Considerable knowledge of the organization and management of state government.
+ Ability to negotiate complex and large sum agreements with other agencies, divisions, and outside vendors.
+ Ability to frame issues based on the policy implications associated with managing what is otherwise a very technical discipline.
+ Effective communication skills.
+ Ability to delegate work, set clear direction, and manage workflow.
+ Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
+ Able to perform essential functions with or without reasonable accommodation.
Supervisory Responsibilities/Direct Reports:
This role may provide direct supervision for one or more staff members.
