MINIMUM REQUIREMENTS: + A bachelor’s degree in a computer-related field and five (5) years of professional IT experience or any combination of non-professional or professional experience and college education of 60 semester hours or 90 quarter hours for each year in the above fields can substitute on a year-for-year basis for the required experience; Master's degree preferred. LICENSURE/REGISTRATION/CERTIFICATION REQUIREMENTS: + Security certifications similar to CompTIA Security+, like credentials, or experience + Microsoft certifications such Microsoft 365 Certified: Administrator Expert, Microsoft 365 Certified: Administrator Expert, Microsoft Certified Systems Engineer (MCSE – deprecated), like credentials, or experience. + Network certifications similar to Cisco Certified Internetwork Expert (CCIE) Enterprise Infrastructure, Juniper Networks Certified Enterprise Routing and Switching Expert (JNCIE-ENT), Network+, like credentials, or experience. DUTIES AND RESPONSIBILITIES: + Leads development and implementation processes for the agency’s IT systems and department, to include policies, procedures, standards, and guidelines + Configures and administrates mobile command and control vehicles and trailers to communicate and share data between air, ground, and maritime platforms, as well as state and county emergency operation centers + Configures static and mobile networks to support collaborative software solutions amongst inner-agency departments, to include, HR, Operations, Logistics, and Supply + Network configuration and administration for LTE-capable devices such as FirstNet, Starlink, and Harris handheld radios + Establish an information security program that includes information security policies, procedures, standards, and guidelines + Oversees the deliverables for independent contractors and third-party employees to ensure compliance with the contract + Recommend cloud migration strategies as applications and servers migrate to new environments + Maintain technical skillset in order to adapt to new technologies as they emerge + Maintain compliance with CJIS systems and recommend technologies and procedures for on-premises and cloud-based CJIS infrastructure + Evaluate desktop policies to ensure proper patching levels and security policies are maintained + Manage strategic tasks, including information security risk assessments, audits, and governance + Responds to disaster scenes of urban search and rescue field operations and other emergency response functions as tasked by the State Emergency Operations Center during emergencies. + Perform other duties as assigned KNOWLEDGE, SKILLS, AND ABILITIES: + Ability to understand, formulate, and apply rules, regulations, policies, and procedures + Knowledge of transmission, broadcasting, switching, control, and operation of telecommunications systems, to include SLERS + Proficient in the latest technology for IT systems and management + Ability to acquire, install, maintain, and repair telecommunications and network systems + Excellent verbal and written communication skills + Proficient in Microsoft Office Suite or related software + Excellent organizational skills and attention to detail + Excellent analytical and management skills + Excellent interpersonal skills + Skill in client relationship management + Skill in research, analytics, and creating reports from a large database + Ability to maintain perspective during crisis-level incidents + Ability to assist with non-routine and unforeseen administrative tasks as a result of incidents, activations, or direction of leadership + Ability to deal tactfully and courteously with internal and external customers + Ability to maintain sensitive and confidential information + Ability to establish and maintain effective working relationships with others + Ability to plan, organize, direct work, and evaluate results and alternative strategies + Ability to process large amounts of information from diverse sources and to integrate that information into a logical format for presentation in reports, documents, and other written materials + Ability to be resourceful, act independently, and take action in situations that lack clear direction + Ability to do short- and long-range program project planning + Ability to assess budgetary needs + Ability to train others SPECIAL REMINDERS: The State of Florida and The Florida State Guard participate in the E-Verify program.
