IT Manager
IT@JH Office of the Deputy CIO is seeking an **_IT Manager_** to manage a team of analysts and/or developers who develop, implement, and support business intelligence (BI) solutions. Responsible for leading the design, development, and maintenance of BI applications to enhance business decision-making capabilities. This role has a university-wide scope, requiring collaboration with data owners, system/data SMEs, and business analysts to align data and reporting strategy with institutional priorities. Leads communities of practice around BI tools and partners with data stewards on data literacy and governance. Ensures that the adoption of business intelligence and analytic applications enhances decision-making capabilities and leads to improved outcomes. Works closely with JHU’s data stewards and leaders to ensure best practices across university functions and divisional offices. Strong technical leadership to partner with other data engineering and analytics teams. **Specific Duties and Responsibilities** + The responsibilities listed below are typical examples of the work performed by this position. + Not all duties assigned to this position are included, nor is it expected that everyone in this position will be assigned every job responsibility. + Perform other related duties as requested. _Strategy & Planning_ + Provides input and recommendations to and/or formulates plans. Takes direction from leadership to implement those plans for the success of the unit. + With an awareness of the organization’s needs as well as the larger technology landscape of the institution implements technology solutions that meet departmental needs. + Helps establish budgetary goals and provides input towards priorities. May develop IT operations budget. + Participates in the establishment of technology policies and practices and implements them to ensure security and regulatory compliance. + Delivers business intelligence applications that enhance business decision-making capabilities. + Help manage custom application development and create delivery model strategies, as well as provide scalable services related to high performance visualization tools and infrastructure design. + Researching and planning analytic solutions for existing and new problems within the organization as directed by the supervisor and/or leadership. + Identifies, research, and resolves, technical problems independently. + Makes recommendations for changes in the current departmental systems and processes and contributes ideas and suggestions for solutions. + Communicates decisions to appropriate management. + Prepares incident/occurrences reports as necessary. + Prioritizes daily tasks and assignments appropriately. _Relationship Management_ + Represents organizational IT, academic or administrative leadership, in meetings related to IT policies and procedures across the institution. + Manages the customer relationship and satisfaction as well as adherence to service level agreements. + Creates and promotes a culture of excellent customer service. + Maintains relationships with customer base to better understand their needs and address organizational goals. + Establishes and maintains ties with colleagues throughout the institution to ensure optimal collaboration and coordination of effort. + Maintains relationships with technology vendors for the department. + Interact with a variety of university leaders and staff to communicate critical project requirements and status within the organization. + Lead communities of practices in support of business intelligence tools. + Collaborate with operational teams and data stewards and other SMEs to ensure appropriate education for tools and data literacy. _Project/Product Responsibility_ + Within functional scope has direct responsibility for the design, development, and application of technical solutions that satisfy customer needs and are essential to the ongoing operations of the department or IT function. + Is responsible for multiple IT projects that impact the department or IT function, including requirements gathering, planning, delegation of component tasks to team members and monitoring progress toward completion. + As necessary actively participates in group’s delivery of services + Ensures that project/department milestones/goals are met and adhering to approved budgets. _Staff Management_ + Recruits, develops, retains, organizes and manages performance of staff. + Assigns tasks, monitors progress and provides guidance. + Perform other related duties as requested. **Special Knowledge, Skills, and Abilities** + Thorough knowledge of project management, information management, and student information systems. + Knowledge and understanding of the interrelationship of business process and Information Systems applications. + Thorough knowledge of data warehouse and data management principles and processes and database development. + Expert proficiency with business intelligence design techniques, best practices, and tools for the acquisition and transformation of raw data into meaningful and useful information for business and analysis purposes. + Knowledge of relational databases, dimensional modeling, and business processes involving student data. + Advanced ability to problem-solve creatively and analyze processes and systems. + Significant experience with data quality, data profiling, metadata management, data modeling, and reporting. + Knowledge of all phases of the Software Development Life Cycle (SDLC). + Strong proficiency in SQL programming, query writing, query performance tuning, and database technologies. + Advanced knowledge in higher ed terminology + Goal oriented and action-focused, pragmatic and self-disciplined, organized with ability to facilitate and interact effectively with upper levels of management. + Ability to plan, organize, direct, implement and evaluate processes to lead projects and manage resources to achieve desired result. + Strong programming, analytical, and computational skills. + Ability to convey technical methods, approaches and plans to audience of varying degrees of technical understanding including business stakeholders and technical team. + Ability to manage long term client and vendor relationships, including resolution of production issues and upgrades, to help future product development better to meet the needs of the organization. + Demonstrated command of web technologies and business intelligence techniques & tools. + Must be detail-oriented and accurate. _Work Location & Work Modality_ + This job is modified hybrid, largely remote with the expectation of travel to Baltimore area campuses, as needed for customer relationship building and/or team collaboration _On call Requirements_ + With pre-arranged times, may be on-call for go-live or migration exercises. **Minimum Qualifications** + Bachelor's Degree. + Five years of progressively responsible IT-related experience is required. + Experience with Business intelligence development tools such as Power BI, Tableau and programming tools SQL, R, Python + Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula **Preferred Qualifications** + Two years of supervisory experience is preferred. + Minimum of 10 years of related and progressive experience in higher education or healthcare IT, analytics, software development or data management. + Requires demonstrated experience in project management or management as acquired during 3 years of progressive experience. Classified Title: IT Manager Role/Level/Range: ATP/04/PF Starting Salary Range: $85,500 - $149,800 Annually (Commensurate w/exp.) Actual compensation will vary depending on factors such as location, skills, experience, market conditions, education, and internal equity.
