Job Description Summary:
Meet our team -The Operational Resilience Manager will report directly to the Head of Service Delivery & Operations working closely with the Senior Manager, IT & Operational Resilience. You will have responsibility for the coordination, delivery and governance of core Operational Resilience requirements across both the programmatic and BAU delivery for PayPal UK. You will fulfill all resilience responsibilities under existing and future regulation including PS21/3 across all relevant dimensions of resilience (including technology, data, people, property and third parties). You will work alongside key stakeholders across PayPal as necessary and will be a trusted partner in enhancing PayPal UK’s Operational Resilience posture.

You will have responsibility for the delivery of the Operational Resiliency Governance and Processes:
Ensure compliance with local regulations covering operational resilience including PS21/3 (UK Operational Resilience)
Responsible to deliver key remediation activities aligned to UK IT & Operational Resilience ensure oversight, embedding, enforcement and compliance across all aspects of the Operational Resiliency in a sustainable manner.
Implement an effective first line governance structure, conduct scenario testing and vulnerability assessments to ensure continuous improvement and aid with making businesses more resilience and safer.
Ensure the role in first line becoming demonstrably more proficient in direct risk management and monitoring.
Working alongside technology and business teams in PayPal to transform the monitoring, visibility and assessment of risks whilst enabling early warnings for failure or deviations which may increase business and operational risk.
Understand relevant internal and external risk frameworks and map business controls and metrics for regulatory, governance and reporting purposes.
Communicate with clarity and precision, presenting complex and / or technical information in a concise format that is audience appropriate.
You will also be responsible for completing the PS21/3 annual attestation and will act as a key point of contact for Important Business Service activities
Ideal Candidate Profile / Key Skills
Applied knowledge of Operational Resilience regulatory requirements for e.g., PS21/3, DORA etc.
Working knowledge of Third Party Risk, Critical Third Party DP22/3 regulation and related Operational Resiliency context
Operational Resiliency practitioner with relevant first Line of Defence experience
Excellent stakeholder management and communication skills
Developing, managing & maintaining a regular set of artefacts, processes and procedures
Participated and/or experience of managing incidents/crises
Ability to work in a past paced, changing environment
Flexible work approach and be able to work to deadlines and under pressure
