This is a temporary contract position, created to augment the work done by the County’s IT Procurement Officer under the direction of the County Purchasing Agent. The individual in this position will be primarily responsible for providing professional consulting to Procurement Staff, as well as customer service oriented assistance to County agencies in the procurement of Information Technology Goods and Services. Specific duties include:
• assisting agencies with the preparation of procurement documents;
• reviewing specifications/statements of work, purchase orders, change orders and related documents prepared by user agencies;
• reviewing payment documents for goods and services purchased;
• creating and editing technical specifications/statements of work and terms/conditions for the acquisition of Information Technology goods, services;
• modifying purchase documents prepared by County staff and professional service contractors;
• assisting in vendor negotiation sessions;
• drafting contracts for IT Procurement Officer or Purchasing Agent review;
• corresponding and meeting with County agencies and vendors;
• evaluating responses to County solicitations for goods, services and construction;
• assisting with vendor meetings, site inspections and pre-bid conferences;
• reviewing award memoranda;
• assisting in preparation of responses to protests and other vendor complaints ;
• and
• working on an as-needed basis with the County Attorney’s Office in contract preparation and contract disputes.
Desirable:
a) experience incorporating or enhancing a customer service orientation in the procurement process;
b) experience creating technical or general specifications/statements of work and terms/conditions for the acquisition of a variety of goods and services, particularly those related to Information Technology;
c) experience negotiating contracts with a variety of service providers;
d) experience using established automated solutions to procurement process issues;
e) completion of courses in public procurement, negotiation techniques, and/or business or contract law; and/or
