Click here to learn more. Responsibilities Serving as a IT Program Manager GS-2210-14 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Chief Information Officer Directorate. The primary purpose of this position is to serve as a Systems Project manager responsible for performing enterprise project management functions for geographically disbursed enterprise. The position manages stakeholder relationships with senior executives, line-of-business owners, contractors, and customers from various federal agencies. The position proposes, plans, and implements highly complex, state-of-the-art technology-based solutions to meet a variety of law enforcement training activities and supporting administrative functions. The position is responsible for establishing, managing, and leading diverse integrated project teams (IPTs) that are responsible for the planning, development, and implementation activities of a broad range of major and non-major enterprise technology-based solutions. The position is assigned projects that may require special management attention because of the investments' importance the mission; the investments' high development, operating, or maintenance costs; or the investments' significant role in the administration of programs, finances, property, or other resources. Typical duties include: Providing leadership for and use of in-house and off-the-shelf project management tools, formal stage/gate reviews, integrated project teams, and activities integral to the component's standardized project management principles and structured project development methodology. Providing guidance with the prioritization of conflicting demands for limited resources based on mission requirements; assists with the development of Budgetary Estimates for projects and tasks to identify resources necessary to complete the stated requirements. Serving as the primary liaison directly supporting the Deputy CIO and Chief, IT Operations with DHS OCIO for matters related to digital transformation efforts which may include attending DHS OCIO or other DHS Components planning meetings (virtual and in person), as required, to ensure projects align with DHS priorities. Forming, managing, and leading integrated project teams of subject matter experts from various directorates and organizations, as needed. Ensuring that systems comply with various federal laws, including Section 50 of the Rehabilitation Act, the Privacy Act, Federal Acquistion Regulation, and the Federal Information Security Management Act (FISMA). Coordinating with the FLETC Chief Information Security Officer (CISO) to ensure the IT solutions proposed and delivered within all supported FLETC systems support the technical, operational, and managerial controls needed to protect the information technology infrastructure; reviews cybersecurity statutes and regulations for applicability and program impacts; identifies cybersecurity program implications of new technologies or technology upgrades; ensures system security configuration guidelines are followed and compliance. Specialized Experience: You qualify at the GS-14 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-13 grade level in Federal service, that demonstrates the ability to provide leadership and guidance, assist with budgetary estimates, serve as a liaison, form, manage and lead project teams, comply with federal laws and regulations, support technical, operational, and managerial controls to protect infrastructure; develop methods to monitor and measure risk, compliance and assurance efforts.
