IT Project Manager, Level IV

Akima Infrastructure Services, LLC (AIS), is actively seeking Engineering, Professional, Technical, and administrative support personnel as part of our staff augmentation team supporting the Department of Energy at the Y‑12 National Security Complex located in Oak Ridge, Tennessee and the Pantex Plant located in Amarillo, Texas.

Successful candidates will be employees of AIS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance Y-12's core mission to ensure a safe, secure, and reliable U.S. nuclear deterrent, which is essential to national security. Though employed by AIS, the employee will take day-to-day direction and assignments from Y-12 staff employed directly by the security complex. Pay, benefits, Human Resources, and Employment Management functions are provided by AIS.

Responsibilities

This position will be Hybrid working at the Y-12 site on Monday & Tuesday and working remote on Wednesday & Thursday

Responsible for the overall direction, coordination, implementation, execution, control and completion of strategic IT projects ensuring consistency with and adherence to company strategies, policies, processes, methodologies, commitments and goals

Manages and directs the day-to-day activities of one or more projects including the formulation of the project teams, development of project execution plans, and deliverables

Leads complex IT projects through the full project life-cycle to include project initiation, project planning, project execution, project monitoring, and project closure to successfully deliver assigned projects within agreed upon constraints (e.g., scope, schedule, labor cost, and quality)

Develops and executes within full scale project execution plans to include deliverables, goals, milestones, resource loading, and cost; manages the project budget, and project resources

Directs and utilizes project team resources to successfully deliver assigned projects within agreed upon constraints (e.g., scope, schedule, labor cost, and quality). Participates with project teams, peers, and management to resolve resource conflicts, priorities, and project issues

Develops and maintains project and/or technical documentation, per procedures; and ensures completeness and accuracy

Ensures effective communications exists with and among projects for which he/she is responsible

Briefs upper management weekly and/or monthly on project activities, cost, schedule, status, and technical performance

Participates in departmental management processes such as planning, budgeting, and scheduling

Participates and/or develops procurement deliverables (e.g., statements of work, bills of material) for external services and materials; may require serving in a subcontractor administrator role

Qualifications

Bachelor's degree in engineering/science/information technology discipline with a minimum of 15-20 years of direct experience OR Master's degree with a minimum of 14-18 years of relevant experience

Ability to obtain a DOE Q clearance.

This position requires the ability to obtain and maintain a clearance from the Department of Energy and would be identified as a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require participation in an ongoing random drug testing program in addition to the pre-employment drug screen.

Pre-employment Drug Screen - external applicants selected for this position are required to successfully complete a post- offer, pre-employment drug test.

Medical Exam(s) - Job related pre-placement medical examinations may be required for this position.

Experience in Microsoft Project and/or Primavera (P6) proven experience or equivalent tool

Ability to work independently and to work effectively as part of a group with diverse backgrounds and skills

Strong interpersonal communication skills, time management skills, organizational skills, and oral and written skills

A good understanding of risk management, risk mitigation and contingency planning.

Project Management Institute (PMI) Project Management Professional (PMP) Certification.

This hybrid position requires that you live within commuting distance from Oak Ridge, TN.

SAFe Certification preferred

Scrum Master Certification preferred

Agile Project Management Certification preferred

ITIL Foundations Certification preferred

ServiceNow experience with Agile Development and Project modules preferred

Highly motivated with proven ability to develop, lead, and manage multiple concurrent and complex IT related infrastructure and/or application development projects in a fast paced, demanding business environment on time and within budget

Knowledge and understanding of project management best practices and processes such as those of the Project Management Institute (PMI)

Knowledge and understanding of project lifecycle management and software development life cycle

IT project leadership skills focused on control of the classic triple constraints of time, cost, and quality

Ability to manage and direct the activities of multi-disciplinary teams consisting of IT technical personnel, functional personnel, and interfaces with internal and external customers, including management and stakeholders

Ability to logically and systematically evaluate project and process problems to determine appropriate solutions

Experience in conflict resolution with individuals or a team

Exercises initiative and independent judgment and discretion under limited supervision

Experience serving as a Scrum Master is desired

Experience executing agile projects is desired
